THE CANADA FREE TRADE AGREEMENT APPLIES TO THIS SOLICITATION.

The Department of National Defence (DND) and the Canadian Armed Forces (CAF) requires the services of a firm specializing in marketing and advertising using a mix of traditional and digital channels, in support of t
he Canadian Armed Forces recruiting priority. Services to be provided include account management, creative and strategic development, brand development, production management services (creative and technical), digital engagement strategies, and more, in support of advertising campaigns.

The requirement is limited to Canadian goods and/or services.

Evaluation Process
Bidders MUST meet all the mandatory requirements of the Request for Proposals.  No further consideration will be given to proposals not meeting all the mandatory criteria. 

The Bidder MUST demonstrate its capability and experience in developing creati
ve solutions by providing two (2) different examples of campaigns. Between the two submitted examples, the following criteria MUST be met:
? Each of the two (2) examples submitted MUST have been completed wi
thin the last five (5) years from bid closing.
? At least one of the two (2) examples submitted MUST have been originally developed in both official languages (English and French).
? At least one of the two (2) examples submitted MUST have been a national advertising campaign that included either a regional component or t
hat targeted a specific demographic.
? Each of the two (2) examples submitted MUST have been multimedia advertising campaigns, as defined in 1.1 above.

Services are required from the date a contract is awarded until March 31, 2019, with three (3) possible extensions of one (1) year up to Ma
rch 31, 2022.

Basis of Selection
The responsive bid with the highest combined rating of technical (80%) and price (20%) will be recommended for award of a contract.

The Crown retains the right to negotiate with suppliers on any procurement.
