    1.	Advance Contract Award Notice (ACAN)
    
    An Advance Contract Award Notice (ACAN) allows department and
    agencies to post a notice, for no less than fifteen (15)
    calendar days, indicating to the supplier community that it
    intends to award a goods, service or construction contract to a
    pre-identified supplier.  If no other supplier submits, on or
    before the closing date, a Statement of Capabilities that meets
    the requirements set out in the ACAN, the contracting authority
    may then proceed with the award.  However, should a Statement of
    Capabilities be found to meet the requirements set out in the
    ACAN, then the contracting officer will proceed to a full
    tendering process. 
     
    2.	Definition of the requirement and justification for the
    pre-identified supplier
    
    Public Works and Government Services Canada (PWGSC) is leasing
    space in TELUS 	Plaza North in Edmonton, Alberta and they are
    seeking to upgrade the existing access control system.  It is
    essential that the proposed access control system will maintain
    service, compatibility and support with the Landlord's access
    control system.  
    
    PWGSC took occupancy of space in TELUS Plaza North in 2004.  The
    fit-up of the space included the purchase and installation of
    the Summit NT access control system, which is the same system
    utilized by the landlord at the time. However, PWGSC's Summit
    system software is nearing the end of its shelf life and,
    furthermore, the landlord has changed over their Summit access
    control system to the Gallagher access control system.  
    
    At the risk of malfunction and failure, it is imperative that
    the proposed access control system integrate fully with the
    landlord's access control system.  Since the Gallagher access
    control system from the GlobalTech Group is the same system used
    by the landlord, it is currently the only known access control
    system that is proven to meet the base building requirement for
    access control system integration. 
    
    3.	Criteria for assessment of the statement of capabilities
    (minimum essential requirements)
    
    	The proposed access control system must:
    
    Offer PWGSC the full control of an independent access control
    system while meeting the base building requirement for access
    control system integration.
    Send and receive door and access alarm signals.  
    Have duress alarm detection capability.  
    Enable use of existing cards for access to floor space,
    elevators and building perimeter.  
    Provide tailored door entry, allowing extended access time to
    specific cardholders.
    
    	The Contractor must:
    
    Provide the Gallagher Security Access Control software.
    Be certified and qualified for work on the Summit and Gallagher
    access systems.
    Supply all labour, material, equipment, licenses as necessary
    and incidental to the Work.
    Reuse existing field cable and conduit, electrical door strikes,
    electrical door hold opens, power supplies for electric locks,
    door contacts, request to exit motions, HID Prox Pro readers,
    HID proximity access cards, panic devices.
    Install new Gallagher software loaded on new PWGSC supplied
    computer.  
    Build hardware database.
    Set up a parallel system for continued operation of the existing
    Summit system during the transition.
    Install new access infrastructure, and build new access control
    network.	
    Install new access hardware and cut over doors to new system.
    Ensure that all doors are working with access control at the end
    of each day.
    Ensure that all valid existing cards will function through the
    transition with the exception of the doors being worked on that
    day.
    Not work on more than four (4) doors at the same time. 
    Estimated time to convert each door should be 1-2 hours each.
    Test connections with the Landlord's building access and alarm
    system. 
    Identify and resolve system errors and malfunctions.
    Provide commissioning and training to PWGSC. 
    Provide technical and system support as required by PWGSC on an
    ongoing basis.
    
    4.	Applicability of the trade agreements to the procurement
    
    No trade agreements apply to the procurement.
    
    5.	Government Contracts Regulations Exception(s)
    
    This contract is subject to subsection 6 (d) of the Government
    Contracts Regulations, in that only one person or company is
    capable of performing the contract.
    
    6.	Exclusions and/or Limited Tendering Reasons
    
    Since no trade agreements apply to this services requirement,
    there are no exclusions to the trade agreements.
    
    7.	Period of the proposed contract or delivery date
    
    The system to be delivered and installed prior to Monday 31
    March 2014.
    
    8.	Cost estimate of the proposed contract
    
    The estimated value of the contract is $70,098 CDN.

    Suppliers who consider themselves fully qualified and available

    described in the ACAN may submit a statement of capabilities in
    writing to the contact person identified in this notice on or
    before the closing date of this notice. The statement of
    capabilities must clearly demonstrate how the supplier meets the
    advertised requirements.
    
    The PWGSC file number, the contracting officer's name and the
    closing date of the ACAN must appear on the outside of the
    envelope in block letters or, in the case of a facsimile
    transmission, on the covering page.
    
    The Crown retains the right to negotiate with suppliers on any
    procurement.
    
    Documents may be submitted in either official language of Canada.
