    Purpose of an Advance Contract Notice (ACAN)
    	
    	An Advance Contract Award Notice (ACAN) allows department and
    agencies to post a notice, for no less than fifteen (15)
    calendar days, indicating to the supplier community that it
    intends to award a goods, service or construction contract to a
    pre-identified supplier.  If no other supplier submits, on or
    before the closing date, a Statement of Capabilities that meets
    the requirements set out in the ACAN, the contracting authority
    may then proceed with the award.  However, should a Statement of
    Capabilities be found to meet the requirements set out in the
    ACAN, then the contracting officer will proceed to a full
    tendering process.
    
    2.	Definition of requirements and sole source justification
    
    The Advanced Analytical Laboratory of CanmetENERGY at the Devon
    location requires one (1) gas chromatograph sulphur
    chemiluminescence system. This system will function as an
    alternative to a previously purchased gas chromatograph system
    for the routine analysis of hydrocarbons and sulphur containing
    compounds and light gases in heavy crude samples.  Methods
    developed on our existing instrument will be transferred to the
    new equipment once they are deemed complete. The system must be
    an Agilent 7890 gas chromatograph with a sulphur
    chemiluminescence detector and Deans switch in order to be
    interchangeable and compatible with previously established
    methods in the lab.  
    
    The contractor must supply a complete gas chromatograph system
    including all necessary accessories for sample injection and
    data processing.    
    
    A full and complete set of operating, maintenance, and
    troubleshooting manuals; along with diagnostic protocols and
    list of spare parts for the entire system must also be included. 
    
    The following specifications of the System are critical
    functionalities required:
    
    ·	A split/splitless inlet, with the capability to upgrade or
    change inlets in the future.  The inlet is necessary in order to
    allow rapid heating of injected samples for introduction on to
    the GC column.  
    ·	The split/splitless inlet must be suitable for all capillary
    GC columns, and able to accommodate column inner diameters of 50
    - 530 microns (µm).  
    ·	The split/splitless inlet must be capable of operating in
    split mode, splitless mode and pressure-pulse splitless mode. 
    ·	The split/splitless inlet must be capable of operating at
    temperatures up to 400oC, to ensure full vaporization of crude
    samples.   
    ·	The second inlet on the GC must be a Programmed Temperature
    Vaporization (PTV) inlet, with septum head.  
    ·	A liquid autosampler, with a minimum 16-vial sample capacity. 
    The autosampler must have the capacity to be upgraded to a
    higher capacity sample tray in the future.  An autosampler is
    necessary for highly reproducible repeat injections of liquid
    samples.  
    ·	The autosampler must have a variable sampling depth of -2 to
    +30 mm above the default setting.  
    ·	An oven that is able to achieve temperatures of up to +400oC,
    and must be fitted with an attachment to cool the oven to below
    -30oC with liquid nitrogen.  Temperatures of up to 400oC are
    necessary in order to burn the heavy compounds found in crude
    oil off of the column, and sub-ambient temperatures are needed
    for the separation of light gases.
    ·	The gas chromatograph oven must be capable of oven ramping
    programs, with at least 20 ramps, and 21 plateaus, in order to
    optimize separation and elution of injected compounds.
    ·	An electronic pneumatic control (EPC) to allow regulation of
    inlet pressure. 
    ·	A microfluidics flow switching device (Deans Switch) that
    allows for the diversion of gas flow from a column to separate
    outlet points, either columns or detectors.  This must be
    accompanied by a pressure control module or EPC. Device must
    also be able to operate in a back-flush mode. Switching the gas
    flow is necessary to isolate certain compounds for analysis, and
    for using multiple detectors.
    ·	The gas chromatograph must come equipped with a flame
    ionization detector (FID) in addition to the SCD.  A second
    detector is needed in order to necessary in order to detect
    non-sulphur containing compounds.  The FID must be compatible
    with capillary column use. 
    ·	The gas chromatograph must be capable of running in constant
    pressure/flow mode, as well as programmable pressure/flow mode. 
    The capability to use different flow and pressure profiles is an
    important optimization parameter in the development of methods.
    ·	An Ethernet interface for data acquisition and computer
    control.  
    ·	All hardware must be manufactured and supported by a single
    vendor.  This is necessary to ensure consistent warranty service
    and troubleshooting throughout the lifetime of the equipment.
