Summary
This bid solicitation is being issued to satisfy the requirement
of HEALTH CANADA ("HC" or the "Client") for a PROCUREMENT OF A
PROJECT PORTFOLIO MANAGEMENT SOFTWARE SOLUTION (PPMSS) that is a
Software Subscription Service, commonly known as Software As A
Service (SaaS), for 60 users initially,  that will enable HC to
manage its portfolio of project resources and investments in
support of the departmental strategic outcomes, the Treasury
Board Management Accountability Framework evaluations and the
streamlining of related corporate reporting such as quarterly
financial and project performance reports. The required PPMSS
will include the PPMSS Subscription Services (including
maintenance and support, and associated technical and functional
documentation), and the Professional Services for implementation
and training, all as per the SOW. It is intended to result in
the award of a contract for 1 year, plus 3 one-year irrevocable
options allowing Canada to extend the term of the contract.  
All parts of the PPMSS must be available to the Client Users as
described in the SOW, in English and French.

The requirement is subject to the provisions of the North
American Free Trade Agreement (NAFTA), the Canada-Chile Free
Trade Agreement (CCFTA), and the Agreement on Internal Trade
(AIT).
