Nature of Requirements: 
Public Works and Government Services Canada (PWGSC) has a
requirement for a commercial-off-the-shelf (COTS) Relational
Database Management System (RDBMS) Solution. The RDBMS Solution
is required to support the operations of GCDOCS, the Government
of Canada's Electronic Documents and Records Management Solution
(EDRMS), as detailed in Annex A - Statement of Requirements.
PWGSC is the initial Client that will use the RDBMS solution in
support of GCDOCS, both internally and as part of a client
service offering to other Clients. This bid solicitation will
also allow Canada to make the RDBMS Solution available to any of
its Clients, in support of GCDOCS.

The RDBMS Solution must meet all the requirements of the bid
solicitation document. The RDBMS Solution must also include a
warranty, and associated documentation. The bid solicitation is
intended to result in the award of a Contract for 1 year, plus 5
one-year irrevocable options allowing Canada to extend the term
of the Contract. 

All parts of the RDBMS Solution must be available to the Users
24 hours a day, 7 days a week, 365 days a year (as described in
the Contract), and operate at all times in accordance with the
Statement of Requirements in the Government of Canada
operational environment described in the bid solicitation. The
Canadian English and Canadian French version of the RDBMS
Solution must be available at bid closing. 

The requirement is subject to the provisions of the World Trade
Organization Agreement on Government Procurement (WTO-AGP), the
North American Free Trade Agreement (NAFTA), the Canada-Chile
Free Trade Agreement (CCFTA), the Canada-Peru Free Trade
Agreement (CPFTA), the Canada-Colombia Free Trade Agreement
(CColFTA), the Canada-Panama Free Trade Agreement (CPanFTA) if
it is in force, and the Agreement on Internal Trade (AIT). 

The Crown retains the right to negotiate with suppliers on any
procurement.
