Request for Information (RFI) regarding
Project Portfolio Management Software Solution (PPMSS)
for
 Health Canada (HC)


Further to the Request for Proposal (RFP) published on MERX last
year on August 23, 2012 under solicitation number
HT396-111411/A, this is a Request for Information (RFI)
pertaining to the PROJECT PORTFOLIO MANAGEMENT SOFTWARE SOLUTION
(PPMSS) that is a Software Subscription Service, commonly known
as Software As A Service (SaaS), which is an initiative of
Health Canada (HC).

Objectives

The Government of Canada (GoC) is seeking feedback from the
industry to better understand the prospective licensing terms or
solutions for a potential procurement of a PROJECT PORTFOLIO
MANAGEMENT SOFTWARE SOLUTION (PPMSS) that is a Software
Subscription Service, commonly known as Software As A Service
(SaaS), that could enable HC to manage its portfolio of project
resources and investments in support of the departmental
strategic outcomes, the Treasury Board Management Accountability
Framework evaluations and the streamlining of related corporate
reporting such as quarterly financial and project performance
reports. The required PPMSS could include the PPMSS Software
Subscription Service (including maintenance and support, and
associated technical and functional documentation), and the
Professional Services for implementation and training of the
PPMSS.

This is neither a call for tender nor a Request for Proposal
(RFP) and no agreement or contract for the procurement of a
possible product(s)/solution(s) for the PPMSS shall be awarded
as a result of this RFI. The GoC intends to use feedback from
the answers that will be provided to the questions listed in the
attached Annex A to solidify its procurement approach and help
determine the "way forward" for how the PPMSS should be
acquired, delivered, and managed. Organizations are encouraged
to not feel bound by the questions in Annex A, but to feedback
on any portion of the RFI or add additional information or
clarification that may aid the GoC in structuring the initiative
or learning from the previous RFP and experiences of
organizations.


This RFI does not constitute a commitment by the Government. The
Government does not intend to award a contract on the basis of
this notice or otherwise pay for the information solicited.
Responders may submit commercial-in-confidence
documents/information/data which the GoC reserves the right to
use to assist in preparation of the specifications requirements
for the possible product(s)/solution(s) with respect to the
PPMSS for a RFP. However, this RFI is not to be considered as a
commitment to issue a final RFP for this project. While Canada
makes no future commitment, any and all information and data
provided will be considered commercially confidential and will
be treated as such. 

The Government shall not be bound by anything stated in this
RFI. The Government reserves the right to change, at any time,
all or any part of its requirements. The Government also
reserves the right to finalize, or change,  its procurement
approach as it considers appropriate, either based upon
information submitted in response to this RFI or for any other
reason whatsoever.

Potential RFI One-on-One meetings:

Following the close of the RFI, at Canada's discretion, meetings
may be held with Respondents to seek further clarification or
elaboration on their RFI response.

National Security Exception:

The procurement related to this initiative may be subject to a
National Security Exception and excluded from all of the
obligations of the trade agreements.
