    This bid solicitation is being issued to satisfy the requirement
    of Department of National Defence (DND) (the "Client") for a
    Residual Stress Analysis Software (RSAS). The bid solicitation
    is intended to result in the award of a contract for 1 year,
    plus 5 one-year irrevocable option(s) allowing Canada to extend
    the term of the contract.
    
    The scope of the bid solicitation includes:
    
    1. the delivery of, and the licensing of, a non-exclusive,
    perpetual Commercial -Off-the-Shelf (COTS) Residual Stress
    Analysis Software (hereinafter reffered to as the Licensed
    Software, and where the context requires, as RSAS), for a
    requirement of one User license to use by the Client meeting all
    the requirements as stated in Annex A, Statement of Requirement
    (SOR);
    2. the delivery of the licensed documentation (which includes
    delivery, installation, integration and configuration of the
    Licensed Software) meeting all the requirements as stated in
    Annex A, Statement of Requirement (SOR);
    3. upon acceptance of the Licensed Software by Canada, a 12
    month Warranty, and provision of ongoing Software Maintenance
    and Support Services for the requirement during the Contract
    Period and any extension thereof, and 
    4. the provision of training services, to be provided with the
    installation and configuration of the Licensed Software during
    the Initial Contract Period.
    
    All parts of the Software must be available to the Client users
    24 hours a day, 7 days a week, 365 days a year, in English, and
    operate at all times in accordance with the Statement of
    Requirement in the Client's operational environment described in
    the bid solicitation.
    
    The requirement is subject to the provisions of the World Trade
    Organization Agreement on Government Procurement (WTO-AGP), the
    North American Free Trade Agreement (NAFTA), the Canada-Chile
    Free Trade Agreement (CCFTA), the Agreement on Internal Trade
    (AIT), the Canada-Peru Free Trade Agreement (CPFTA), and the
    Canada-Columbia Free Trade Agreement.
    
    There is no security requirement associated with this
    requirement.

    The Crown retains the right to negotiate with suppliers on any
    procurement.
