    ITQ - EAPIMS for Health Canada
    
    Health Canada has a requirement for the provision of an Employee Assistance Program Information Management System (EAPIMS) to support the delivery and management of the Employee Assistance Program (EAP) and related services to federal public departments, agencies and federally regulated organizations. 
    
    The EAPIMS is intended to replace the multitude of automated and semi-automated systems currently in use. The expectation is that implementing a common solution will provide following benefits:
    - Secure and implement a solution that is available all the time (system availability), with rapid response times (system performance) and that is easy to learn and use (user friendly);
    - Have high quality data from various sources available to users without having to go through significant effort (Data Quality); 
    - Have a solution that is easy to work with in terms of changes needed to add, remove or modify fields and values from dropdown lists, etc. to address changes in the work environment (system flexibility);
    - Implement a solution that can easily be scaled up or down (scalability);
    - Have operational efficiency; and
    - Ensure Client confidentiality.
    
    The purpose of this Invitation to Qualify (ITQ) is to invite interested parties to submit a Response indicating their interest in, and qualifications for, the Project. Based on these Responses, Canada intends to select, in accordance with the terms of the ITQ, a list of up to eight (8) Qualified Respondents to participate in any subsequent phases of the procurement process, including Review and Refine Requirements (RRR) and the Request for Proposals (RFP) for the selection of a single Contractor to provide the required EAPIMS.
    
    The ITQ is neither a bid solicitation nor a tender and is intended only to pre-qualify Respondents. No contract will result from the ITQ. 
    
    Any interested party or parties may submit a Response. Respondents may be individuals, corporations, joint venture/consortia, partnerships or any other legal entities.
