    Engineering Services for the Faro Mine Complex - Remediation Plan Design and Support Services, Faro, Yukon Territory
    
    Public Services and Procurement Canada (PSPC) is issuing a Request for Information (RFI) regarding the provision of engineering, design and support services for urgent works and active remediation at both the Faro and Vangorda / Grum Mine Sites.  
    
    The purpose of this RFI is to:
    - to gather information from industry on their views of the proposed Engineering Design services being contemplated.
    - provide awareness of this planned project to the local business community and industry, and initiate an industry and community consultative process. In order to facilitate this information gathering exercise, a Community and Industry Engagement event will be scheduled.  This event will provide stakeholders the opportunity to meet and discuss partnering, sub-contracting, and skills development, etc.
    
    This RFI is neither a call for tender nor a Request for Proposal (RFP). No agreement or contract will be entered into based on this RFI. The issuance of this RFI is not to be considered in any way a commitment by the Government of Canada, nor as authority to potential respondents to undertake any work that could be charged to Canada. This RFI is not to be considered as a commitment to issue a subsequent solicitation or award contract(s) for the work described herein.
    
    Description:
    Located in south-central Yukon Territory, the Faro Mine Complex (FMC) is on the traditional territory of the Kaska Nations, and upstream from Selkirk First Nation. It is a former open-pit lead zinc mine that operated from 1969 until 1998 when the last owner filed for bankruptcy protection and the property was placed into receivership.
    
    Crown-Indigenous Relations and Northern Affairs Canada (CIRNAC) has engaged Public Works and Government Services Canada (PWGSC) to assist in delivering design and support (Quality Assurance - QA) services for the Faro Mine Remediation Project (FMRP) and for the future remediation of the Vangorda / Grum Mine site. The FMRP is subject to an assessment pursuant to the Yukon Environmental and Socio-Economic Assessment Act (YESAA) at the Executive Committee level under Item 3(a) of Schedule 3 of the Assessable Activities, Exceptions and Executive Committee Projects Regulations (SOR/2005-379). This assessment process is currently underway, the Project Team having prepared and submitted a Project Proposal in 2019 to document the Project, the environmental and socio-economic baseline conditions, and the Project’s potential effects.
    
    The FMRP will also require a Water License pursuant to the Yukon Water Acts and a Fisheries Act authorization. Remediation planning needs to continue through advancement of design, development of specifications, as well as overall coordination of the remediation work. Also, due to the delay in starting the overall remediation, urgent works were initiated a few years ago, in order to mitigate significant risks to the to the environment and human health and safety.  
    
    The Vangorda / Grum Mine site may also need to be remediated in the future. A draft remediation plan was prepared by SRK Consulting in 2010 and an updated liability value was determined in 2021. Therefore, the scope of work also includes the preparation of designs to support urgent works, initiation of the YESAA process and development of the Vangorda / Grum Mine Remediation Plan.
    
    Project Scope:
    The  scope of services to support all components of the active remediation of the Faro Mine Complex will include, but may not be limited to:    
    - Design and support services for urgent works at the Faro Mine and the Vangorda Mine.
     
    - Design and support services for overall remediation at the Faro Mine and the Vangorda / Grum Mine, including development of specifications and drawings for the following construction work:
      - Faro and Vangorda / Grum Mine Sites Stabilization, Landforming and Covers    
      - Borrow Development at the Faro Mine Complex
      - Non-Contact Water Management Infrastructure
      - Contact Water Management
      - Demolition and Waste Management.
