    PROJECT:
    
    Public Works and Government Services Canada (PWGSC), is initiating a process to qualify Respondents for the provision of architectural and structural engineering services (“AES”) for the renovation of the Supreme Court of Canada Building (SCCB). 
    As a physical expression of our commitment to democracy and the principle of freedom, the rehabilitation of the SCCB and its landscape seeks to optimize accommodation and technologies to support the future operations of the Court and its services.  Through enhancing the openness, accessibility of the Supreme Court of Canada, its judges, staff and visitors, the rehabilitation will ensure the independence of the Judiciary.
    Change within the Judicial Precinct needs to occur in a way that balances the evolving needs of the Courts and other users with the overriding commitments to preserve the historic, environmental and symbolic primacy of the site.
    This procurement consists of a two-phase selection process. Phase 1 will consist of a Request for Qualification and Phase 2 will consist of a Request for Proposal.
    
    This Request for Qualification (RFQ) defines the requirements for the prequalification of Respondents for this project. Interested Respondents are required to respond to this RFQ. The top four Respondents considered by PWGSC to best meet the prequalification requirements as defined in this document will be invited to submit a Proposal for this project during the Request for Proposal (RFP) phase of the solicitation. Proponents shall be licensed or eligible to be licensed to practice in the province of Ontario.
    
    The design and construction of the Project may take eight years or more, depending on the option(s) approved for implementation.
