    INFORMATION AS NOTED BELOW:
    
    SITE VISIT
    
    1.	There will be no official site visit. Bidders requesting
    access to the site must follow the guidelines listed below:
    	
    	Interested  bidders must make arrangements with the Contractual
    Authority. The time and date of the site visit along with the
    names of those visiting the site must be provided.PWGSC will
    require a minimum of 48 hrs to obtain confirmation that the site
    will be available.
    
    	Visitors will notify the Dam Keeper upon arrival and departure
    of the site.
    
    	The Dam Keeper will not answer any questions. All questions
    must be made in accordance with the solicitation documents. ****
    
    THIS PROCUREMENT CONSISTS OF A TWO-ENVELOPE REQUEST FOR PROPOSAL
    (RFP) BIDDING PROCESS. 
    
    IMPORTANT CHANGES TO SI10 "CODE OF CONDUCT AND CERTIFICATION -
    BID" OF SPECIAL INSTRUCTIONS TO BIDDERS (REFER TO SPECIAL
    INSTRUCTIONS TO BIDDERS SI01 3) BIDDERS MUST FROM NOW ON SUBMIT
    WITH THEIR BIDS ON CLOSING DATE
    
    Bidders will need to demonstrate their qualifications in the
    first envelope in order to have the second envelope considered.
    Refer to the RFP document clauses GI06 'Revision of Proposal and
    GI03 'Overview of Proposal Selection Procedure" for details.

    PROJECT DESCRIPTION: 
    
    Public Works and Government Services Canada intends to retain
    the services of a qualified firm for the design and construction
    of a grout curtain at the south channel of the Big Chaudière Dam
    in order to mitigate the leakage under the dam.
    
    Work is to be completed within eight (8) weeks after contract
    award. The estimated cost for this opportunity is within the
    following category: $1,000,001.00 - $5,000,000.00  
    
    MANDATORY SECURITY REQUIREMENT:   
    
    This procurement contains a mandatory security requirement as
    follows:
    
    1. 	The Contractor MUST, at all times during the performance of
    the Contract, hold a valid Designated Organization Screening
    (DOS), issued by the Canadian Industrial Security Directorate
    (CISD), Public Works and Government Services Canada (PWGSC).
    
    2.	The Contractor personnel requiring access to sensitive work
    site(s) MUST EACH hold a valid RELIABILITY STATUS, granted or
    approved by CISD/PWGSC.
    
    3.	Subcontractors which contain security requirements are NOT to
    be awarded without the prior written permission of CISD/PWGSC.
    
    4.	The Contractor must comply with the provisions of the:
    
    	(a)	Security Requirements Check List and security guide (if
    applicable), attached at 		Annex	"B"
    	(b)	Industrial Security Manual (Latest Edition).  
    
    SECURITY CLEARANCE 
    
    1)	At bid closing, the Bidder must hold a valid  Designated
    Organization Screening (DOS) as indicated in section SC01 of the
    Supplementary Conditions of the Invitation to Tender document.
    Failure to comply with this requirement will render the Bid
    non-compliant and no further consideration will be given to the
    Bid. 
    
    2)	The Successful Bidder's personnel, as well as any
    subcontractor and its personnel, who are required to perform any
    part of the work pursuant to the  subsequent contract must meet 
    the mandatory security requirement as indicated in section SC01
    of the Supplementary Conditions of the Invitation to Tender
    document. Individuals who do not have the required level of
    security will not be allowed on site. It is the responsibility
    of the successful bidder to ensure that the security
    requirements are met throughout the performance of the contract.
    Canada will not be held liable or accountable for any delays or
    additional costs associated with the successful bidder's
    non-compliance with the mandatory security requirement.

    Pursuant to GC6 - Delays and Changes in Work of the General
    Conditions, the resulting construction contract will include the
    provisions for changes in the work at the request of the
    Departmental Representative.
