    Janitorial Services, 2465 Stevenage Drive, Ottawa, ON
    Requirement
    To provide Janitorial Services including all labour, material and equipment for Public Works and
    Government Services Canada (PWGSC), located at 2465 Stevenage Drive, Ottawa, Ontario, Canada. 
    The services must be provided in accordance with Statement of Work EJ196-160981, attached to the 
    Request for Proposal.
    
    Period of the Contract
    The period of the contract is for two (2) years with three (3) options to extend for an additional period of
    twelve (12) consecutive months each. 
    
    Option to Extend Contract
    The Contractor grants to Canada the irrevocable option to extend the term of the Contract by up to three (3) ADDITIONAL CONSECUTIVE TWELVE (12) MONTH PERIODS each under the same conditions. 
    
    The Contractor agrees that, during the extended period of the Contract, it wil
    
    
    
    l be paid in accordance with the applicable provisions as set out in 
    the Basis of Payment.
    
    Canada may exercise thisoption at any time by sending a written notice 
    to the Contractor 60 days before the contract expiry date.  The option may only be exercised by the Contracting Authority, and will be evidenced, for administrative purposes only, through a contract amendment.
    
    At the time option year 2 and option year 3 are exercised, the rates in the 
    
    
    
    Basis of Payment will be increased or decreased by multiplying the 
    rates by the percentage change in “The Consumer Price Index”, major components, selected sub-groups and special aggregates, provinces, Whitehorse and Yellowknife, not seasonally adjusted” (“CPI”) for the appropriate province for the 12 month period ending two months before the expiration date of the current period of the contract (“period”).  The CPIwhich will be used is published in Statistics Canada Catalogue no. 62-001-X, tables 9-1 to 9-12, for the appropriate province all-items CP

    Security Requirement
    1. The Contractor must, at all times during the performance of the Contract, hold a valid Designated Organization Screening (DOS), issued by the Canadian Industrial Security Directorate (CISD), Public Works and 
    
    
    
    Government Services Canada (PWGSC).
    2. The Contractor personnel requiring access to sensitive work site(s) must EACH hold a valid SECRET clearance, granted or approved by CISD/PWGSC.
    3. Subcontracts which contain security requirements are NOT to be awarded without theprior written permission of CISD/PWGSC.
    4. The Contractor must comply with the provision of the:
     (a) Security Requirements Check List and security guide (if applicable).
     (b) Industrial Security Manual (Latest Edition).
    Mandatory Site Visit
    
    Due to the nature of this requirement and in order to gain access to the si
    
    
    
    tes it is MANDATORY that all interested bidders, submit the Names 
    (legal name) and birth dates of their representatives that will be attending the Mandatory Site Visit to the Contracting Authority (Lyne Bergeron) no later than close of business, December 9, 2015.
    
    It is the responsibility of the Bidders to ensure that the Contracting Authority is in receipt of this information by the date shown.  Bidders who 
    
    
    
    fail to submit the required information by close of business, December 9, 2015, will be denied access to the sites.
    
    It is Mandatory that the bidder attend the site visit at the designated 
    
    
    
    date and time to examine the scope
    of the work required andthe existing conditions. A maximum of two (2) representatives per bidder will
    be permitted to examine the sites.
    
    The site visit will be held on December 14, 2015, at 13:30, meeting at the main entrance of 2465 
    Stevenage Drive, Ottawa, Ontario, Canada.  Bidders who, for any reason, ca
    
    
    
    nnot attend at the 
    specified date and time will not be given an alternative appointment to 
    
    
    
    view the site and their proposals, 
    therefore, will be considered as non-responsive.  NO EXCEPTIONS WILL BE
    
    
    
    MADE.
    
    As proof of attendance, atthe site visit, the Contracting Authority 
    will have an Attendance Form which MUST be signed by the bidder’s representative.  It is the responsibility of all bidders to ensure they ha
    
    ve
    
     signed the Mandatory Site Visit Attendance Form prior to leavingthe site.  Proposals submitted by bidders who have not attended the site visit or failed to sign the Attendance Form will be deemed non-responsive.

    C) Contractor’s Experience and Past Performance;
    D) Working On-Site Supervisor’s Expertise and Experience;
