    CONDUCT AND CERTIFICATIONS - BID" OF CLAUSE 2003 (2012-07-11)
    STANDARD INSTRUCTIONS - GOODS OR SERVICES - COMPETITIVE
    REQUIREMENTS.  PLEASE REFER TO PART 5, 5.1.1 OF THE REQUEST FOR
    PROPOSAL.

    PLEASE NOTE THE SOLICITATION HAS BEEN EXTENDED TO AUGUST 13,

    REQUIREMENT:
    The scope of this project is to confirm the presence of specific
    Species at Risk (SAR) habitat and/or SAR on 11 crown owned
    properties, for Public Works and Government Services Canada. 
    Three (3) properties are located in Ottawa, Ontario, five (5)
    properties in Témiscamingue, Québec, and threee (3) in Gatineau,
    Québec;  the survey is to be completed by March 31, 2013;
    
    MANDATORY REQUIREMENTS:
    
    Bids will be examined to determine their compliance with the
    following Mandatory Requirements:
    
    (a) Submission of a Firm Price/Rate in Canadian funds for all
    the items listed in Part 3, Section II: Financial Bid ;
    (b) Mandatory Card and Licensing;
    (c) Mandatory  Contractor's Experience and Past Performance; 
    (d) Mandatory Proposed Project Team and Experience; and
    (e) Mandatory Health and Safety Plan.
     
    It is mandatory that the documentation requested above be
    submitted with the proposal. If not included with the proposal,
    the bid will be deemed non-responsive.
    
    Only proposals found to meet ALL the mandatory requirements will
    be deemed acceptable proposals and will be further evaluated in
    accordance with the evaluation criteria. Proposals not meeting
    ALL the mandatory requirements will be deemed non-responsive and
    will be given NO further consideration.
    
    SECURITY:
    
    The level security for this requirement is RELIABILITY STATUS
    and must be met before contract award.
    
    
    DEBRIEFING:
    
    Unsuccessful applicants will be able to request a debriefing by
    submitting a request to the person  referenced below within 15
    working days of receipt of results.  The debriefing may be in
    writing, by telephone or in person.
