EJ196-160318/A Janitorial Services - L’Esplanade Laurier, 300 Laurier Avenue West, Ottawa, Ontario Requirement To provide Janitorial Services including all labour, material and equipment for Public Works and Government Services Canada (PWGSC), located at L’Esplanade Laurier, 300 Laurier Avenue West, Ottawa, Ontario, Canada. The services must be provided in accordance with the Statement of Work attached to the Request for Proposal. Period The period of any resulting Contract willbe for a period of two (2) year(s) plus up to three (3) additional consecutive twelve (12) month periods, under the same conditions. At the time option year 2 and option year 3 are exercised, the rates in th e Basis of Payment will be increased or decreased by multiplying the rates by the percentage change in The Consumer Price Index, major components, selected sub-groups and special aggregates, provinces, Whitehorse and Yellowknife, not seasonally adjusted (CPI ) for the appropriate province for the 12 month period ending two months before the expiration date of the current period of the contract (period). The CPI which will be used is published in Statistics Canada Catalogue no. 62-001-X, tables 9-1 to 9-12, for the appropriate province all-items CPI of the period as described above. The Contractor/Offeror must, at all times during the performance of the Contract/Standing Offer, hold a valid Facility Security Clearance at the level of SECRET, issued by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (P WGSC). 2. The Contractor/Offeror personnel requiring access to sensitivework site(s) must EACH hold a valid personnel security screening at the level of SECRET, granted or approved by CISD/PWGSC. 3. Subcontracts which contain security requirements are NOT to be awarded without the prior written permission of CISD/PWGSC. 4. The Contractor/Offeror must comply with the provisions of the: (a) Security Requirements Check List and security guide (if applicable).. (b) Industrial Security Manual (Latest Edition). MANDATORY ITEM Due to the nature of this requirement and in order to gain access to th e sites it is MANDATORY that all interested bidders, submit the names (legal name) and birth dates of their representatives that will be attending the Mandatory Site Visit to the Contracting Authority (Joanne Lado uceur) by 7:00am on November 16, 2015. It is the responsibility of the Bidders to ensure that the Contracting Authority is in receipt of this information by the date shown. Bidders wh o fail to submit the required information by 7:00am on November 16, 2015 will be denied access to the sites. Mandatory Site Visit It is MANDATORY that the Bidder or a representative of the Bidder visit the work site. Arrangements have been made for the site visit to be held on November 23, 2015 at 9:30 am. The site visit will begin at L’Esplanade Laurier, East Lobby, 140 O’Connor Street, Ottawa, Ontario. Bidders will be required to sign an attendance sheet. Bidders should confirm in their bid that they have attended the site visit. Bidders who do not attend the mandatory site visit or do not send a representative will not be given an alternative appointment and their bid will be declared non-responsive. Any clarifications or changes to the bid solicitation resulting from the site visit will be included as an amendment to the bid solicitation. A maximium of two (2) representatives per company will be permitted to examine the site. Mandatory Requirements 1) MANDATORY security clearance of SECRET at bid closing, in accord ance with Part 6, Security Requirements; 2) Contractor’s qualification in accordance with Part 3, Section I: Technical Bid; 3) Non-Working on-site Supervisor(s) qualification in accordance with Part 3, Section I: Technical Bid; 4) Submission of Firm Price/Rates in Canadian funds for all the items listed in the RFP, Part 3, Section II, Financial Bid.
