    Establishment of Data Reality Capture Program to collect DND assets to populate the Real Property Spatial Data Warehouse

    1. Advance Contract Award Notice (ACAN) 
    An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. 
    2. Definition of the requirement 
    The Department of National Defence has a requirement to identify a cost-effective approach to being able to collect critical infrastructure information at the base level. ADM(IE) is implementing the Real Property Spatial Data Warehouse (RPSDW) which represents a transformational effort to change the way DND manages and reports on its real property assets, including implementation of OpenBIM international standards. DND is examining ways to quickly collect geospatial asset information through reality capture imaging to populate the RPSDW in a manner that is rapid, accurate, and cost effective. 
    In addition, identifying strategic partners offering unique industry knowledge relating to the integration of BIM and geospatial data based on OpenBIM industry standard.
    DND needs a way to: 
    1. Procure massive amounts of real property data quickly, cheaply, and accurately to populate infrastructure geospatial data bases in the Real Property Spatial Data Warehouse,
    2. Integrate this data directly into DND’s technology stack (Autodesk and ESRI desktop and web tools) through the use of established data integration plugin tools specific to the DND technology stack in support of engineering, design and visualization activities. This form of data capture will deliver a comprehensive, measureable visual record of the inventory and its condition. Security restrictions means this must be done behind the DND firewall. 
    3. Distribute the data to decision makers and stakeholders across the enterprise. The need for travel and site visits will decrease as information will be available to a wider audience from the convenience and safety of their desktops. Security restrictions means this must be done behind the DND firewall.
    4. DND is building its Real Property Spatial Data Warehouse on Open BIM standards. These standards apply to both vertical and linear infrastructure. Strategic initiatives in the geospatial industry are integrating BIM and geospatial data to achieve full infrastructure management capabilities. DND must partner with a key organization involved in this initiative to benefit from their expertise to effectively implement an enterprise Open BIM standard solution in the Real Property Spatial Data Warehouse.
              The work will involve the following:  
    1. Capturing terrestrial LIDAR and panoramic imagery within identified pilot areas. This must be done in a mass data capture system of survey grade quality, and include comprehensive workflow efficiencies.
    2. Integrate the above data into the DND technology stack using established browser and plugin tools specific to DND technology stack, avoiding additional full software purchase and implementation.
    3. Establish an internal web service accessing LIDAR reality capture imagery through the DND network and disseminating to decision makers and stakeholders. DND cannot access the cloud based services that typically provide this type of data because of security concerns.
    4. DND is implementing the Real Property Spatial Data Warehouse using Open BIM standards that apply to both vertical and linear infrastructure. The latter is a developing field and DND needs to form relationships with an organization specifically engaged in these efforts to fully realize the potential of utilizing reality capture data.  
    3. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements) 
    Any interested supplier must demonstrate by way of a statement of capabilities that its product/equipment/system (as appropriate) meets the following requirements: 
    1. Terrestrial LIDAR capture: Mobile LIDAR Technology capable of capturing 360 degree panoramic panchromatic LIDAR imaging of survey grade quality, with a minimum positional accuracy of 10cms and relative accuracy of 2cms with an image quality at a minimum distance of 25m reading 9cm text. The LIDAR imagery should have the capability of synchronizing the LIDAR and panoramic, panchromatic images producing colour renderings of the terrestrial features. A privacy filter must be applied to protect individual identities and vehicle license plates.
    2. For the integration of the above imagery, the vendor must provide established plug-in tools that will optimize the transfer of imagery data efficiently and expeditiously within the existing DND technology stack; thereby avoiding additional full software costs and implementation.
    3. Create an internal web service using established technologies specific to LIDAR image integration to disseminate data to decision makers and stakeholders. DND cannot access the cloud based services that typically provide this type of data because of security concerns.
    4. The vendor must be recognized by Autodesk and ESRI in partnership as a developer actively engaged in BIM to GIS data integration. As well, the vendor must be an active participant in the buildingSMART International and Open Geospatial Consortium data standard initiative.  
    4. Applicability of the trade agreement(s) to the procurement

    7. Justification for the Pre-Identified Supplier 
    The efficient and comprehensive collection, population, storage, management and dissemination of Real Property Assets within the Real Property Spatial Data Warehouse is heavily dependent on three key factors:
    a) Cost effective, efficient and accurate mass data capture tools and process, 
    b) Existing plug and play data integration tools for the real property spatial data warehouse enterprise solution, 
    c) Unique industry knowledge through strategic business relationships in Open BIM and Geospatial integration industry initiatives.
    Technical compatibility factors and technological expertise suggest that only one contractor exists. Brockwell IT meet all of these key requirements.
    a) Brockwell IT offers an industry leading Mobile Terrestrial 360 degree Panoramic, Panchromatic and LIDAR Imaging mass data capture system of survey grade quality (Cyclomedia), including comprehensive workflow efficiencies, ostensibly replacing traditionally employed survey grade technology and processes, thus, significantly reducing data capture costs and efforts. 
    b) Brockwell IT are advanced and strategic software developers for DND’s core Real Property software technology companies, ESRI and Autodesk, the two leading geospatial companies in the world. Their unique development relationship with both ESRI (USA) / Autodesk (USA) as well as Cyclomedia (USA) have afforded them the opportunity to exclusively develop unique plug-in tools for the integration of data between Cyclomedia and ESRI / Autodesk technology. These tools which do not exist elsewhere and would otherwise require additional full software purchase and implementation. 
    c) Brockwell IT holds the prestigious position of being a contractor to both ESRI and Autodesk worldwide, for the integration of BIM and Geospatial data. They are also an active participant in the buildingSMART International and Open Geospatial Consortium data integration initiative. This offers a unique opportunity to provide incredible insight and knowledge transfer in this area. This is not available elsewhere to DND, which is establishing its Real Property Spatial Data Warehouse on Open BIM Standards. 
    8. Government Contracts Regulations Exception(s) 
    The following exception(s) to the Government Contracts Regulations is invoked for this procurement under subsection 6(d).

    10. Ownership of Intellectual Property 
    Canada intends to retain ownership of any Foreground Intellectual Property arising out of the proposed contract on the basis that the main purpose of the contract is the capture of 360 degree LIDAR imagery of DND assets.

    o Deliverables under the contract must be fulfilled by 31 March 2019, subject to weather conditions.
