NOTICE OF PROPOSED PROCUREMENT
Chemical Water Treatment (Lab & Offices)
EP196-190422/B

Solicitation amendment 001 is raised to revise the closing date of the solicitation from January 7th 2019 to Januray 21st 2019.

This bid solicitation cancels and supersedes previous bid solicitation number EJ196-190422/A dated October 16th 2018 with a closing date of November 26th at 2:00 pm EST.
All documentation from the Request for Proposal (RFP) EJ196-190422/A are no longer valid, therefore bidders must ensure to use documentation under EJ196-190422/B with their bid. 

Requirement 
Public Works and Government Services Canada (PWGSC) is soliciting proposals from Bidders to provide Chemical water Treatment Services for various Public Works and Government Services Canada (PWGSC) Office Buildings and Research laboratories and other Real Property Assets owned and managed by PWGSC throughout the National Capital Region (NCR). Services must be in accordance with Statement of Work attached herein as Annex A.
Period of Contract
The period of any resulting contract will be for a period of two (2) year with Canada retaining an irrevocable option to extend the contract for a period of five (5) additional twelve (12) month periods.

Mandatory Site Visit 
It is mandatory that the Bidder or a representative of the Bidder visit the work sites. Arrangements have been made for the site visit to be held at:
- 455 Blvd de la Carrière on 21 December 2018. The site visit will begin at 12:00 EST, meeting in main lobby of the building.
- L’Esplanade Laurier, 300 Laurier Ave. West on 21 December 2018. The site visit will begin after the visit of 455 Bldv de la Carrière, meeting in main lobby of the building.

Bidders must communicate with the Contracting Authority no later than 19 December 2018 14:00 EST to confirm attendance and provide the name(s) of the person(s) who will attend. Bidders will be required to sign an attendance sheet. Bidders should confirm in their bid that they have attended the site visit. Bidders who do not attend the mandatory site visit or do not send a representative will not be given an alternative appointment and their bid will be declared non-responsive. Any clarifications or changes to the bid solicitation resulting from the site visit will be included as an amendment to the bid solicitation.
Safety boots, safety glasses and hard hats are required to be worn during the site visit by all  attendees.
Note: Bidders that attended the Mandatory Site visit for solicitation EJ196-183093/A are not required to re-attend the site visit for EJ196-190422/B
Security Requirements
1.  The Contractor/Offeror must, at all times during the performance of the Contract/Standing Offer, hold a valid Facility Security Clearance at the level of SECRET, issued by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
2.  The Contractor/Offeror personnel requiring access to sensitive work site(s) must EACH hold a valid personnel security screening at the level of SECRET, granted or approved by CISD/PWGSC.

3.  Subcontracts which contain security requirements are NOT to be awarded without the prior written permission of CISD/PWGSC.

4.  The Contractor/Offeror must comply with the provisions of the:

a)  Security Requirements Check List and security guide (if applicable), attached at Annex C.

b)  Industrial Security Manual (Latest Edition).



Basis of selection
A bid must comply with the requirements of the bid solicitation and meet all mandatory technical evaluation criteria to be declared responsive. The responsive bid with the lowest evaluated price will be recommended for award of a contract.
