REQUIREMENT: The Contractor will provide all labour, sub-contractors, supervision, transportation, tools (including personal protective equipment), equipment, and materials required to provide in-service support to the following dam de-icing systems: Timiskaming Quebec Dam Timiskaming Ontario Dam Latchford Dam Dam De-Icing Process The dams in this contract are stoplog-controlled dams in which wooden stoplogs, rectangular in cross-section, are stacked vertically in grooves called "gains" in the piers of the dam, forming a variable-height overflow weir in each sluice. Damkeepers add or remove stoplogs in the stack to pass more or less water through the sluice. In winter months, the stoplogs become iced in place in the sluices. The Damkeepers must remove the ice before manipulating stoplogs. The de-icing systems consist of pressurized hot water in a pipe at the dam deck. Damkeepers connect hoses with lances to the pipe through quick-connect fittings (see Figure 3). The hot water from the pipes flashes to steam in the wands used by the Damkeepers, so the Damkeepers refer to the process as "steaming" the stoplogs. Access to Equipment - General Damkeepers will unlock and lock buildings and machinery enclosures as required for the work of this contract. In all cases, the systems are well off the main highways and hence there are no traffic control requirements. Ample parking is available at all dam sites. PERIOD OF RESULTING CONTRACT: The period of any resulting Contract will be for a period of three (3) years with the irrevocable option to extend the term of the contract by up to 3 additional 1 year period(s) under the same conditions. BASIS OF SELECTION A bid must comply with the requirements of the bid solicitation and meet all mandatory technical evaluation criteria to be declared responsive. The responsive bid with the lowest evaluated price will be recommended for award of a contract. SECURITY REQUIREMENTS: There are security requirements associated with this requirement.
