    NATURE OF REQUIREMENTS
    This is not a bid solicitation. This Request for Information (RFI) will not result in the award of any contract; therefore, potential suppliers of any goods or services described in this RFI should not prepare facilities, nor allocate resources, as a result of any information contained in this RFI. This RFI will not result inthe creation of any source list; therefore, whether or not any potential supplier responds to this RFI, it will not preclude that supplier from participating in any future procurement. This RFI is simply intended to solicit feedback from industry. The information obtained pursuant to this RFI may or may not be used in any Request for Proposal (RFP) at a future date. The Government of Canada will not reimburse any respondent for any expenses incurred in responding to this RFI.
    
    BACKGROUND
    Public Services and Procurement Canada (PSPC) manages one of the largest and most diverse portfolios of real estate in Canada. Since the mid-1990’s, the department has been conducting large-scale outsourcing of property management and project delivery services in order for PSPC to focus on its strategic management role. The successes achieved have prompted the department to explore if other areas of the real property business environment could be more efficiently delivered by way of alternative innovative solutions. 
    
    OBJECTIVE OF RFI
    The purpose of this RFI is to collect information from the industry and industry associations that will help Canada make decisions with respect to the potential sourcing of real property related services as listed in Annex A of this RFI.  
    
    TREATMENT OF RESPONSES 
    Responses to this RFI will not be evaluated.  However, the responses received may be used by Canada to develop or modify procurement strategies or to draft future procurement documents. Canada will review all responses received by the RFI closing date. Canada may, at its discretion, look at feedback at any time. However, considering that decisions need to be made, Canada won’t revisit their decisions based on “late feedback”. 
    
    Review Team: A review team composedof representatives from Canada will review the responses. Canada reserves the right tohire any independent consultant, or use any government resources that it considers necessary to review any response. Not all members of the review team will necessarilyreview all responses.
    
    Confidentiality: Although the information collected may be provided as commercial-in-confidence (and, if identified as such, will be treated accordingly by Canada), PSPC may use the information to assist in developing future requirements. 
    
    Respondents are encouraged to identify, in the information they share with Canada, any information that they feel is proprietary, third-party or personal information. Please note that Canada may be obligated by law (e.g. in response to arequest under the Access of Information and Privacy Act) to disclose proprietary or commercially-sensitive information concerning a respondent (for more information: http://laws-lois.justice.gc.ca/eng/acts/a-1/).
    
    ENQUIRIES
    
    Respondents with questions regarding this RFI may direct their enquiries to the Contracting Authority identified herein. However, because this is not a bid solicitation, Canada will not necessarily respond to all enquiries in writing or by circulating answers to all potential suppliers. 
    
    SUBMISSION REQUIREMENTS
    Documents may be submitted in either official language of Canada.
    It is requested that Industry input for this Request for Information be submitted through the online survey.     CLOSING DATE 
    This RFI will be done ina series of phases to ensure communication that will be conducive to an effective exchange of information with the industry. The RFI closing date published herein is therefore not the final deadline for comments or input. Comments and input will be acceptedany time up to the time when/if a follow-on solicitation is published.
    
    The RFI closing date (March 31th, 2016) represents the end of Phase I of this RFI. The RFI closing date may be extended, if and when subsequent phases are initiated. 
    
    Note on this extention:
    The intent of this extension (Dec 31, 2016) is that this RFI will serveas a two-way communications exchange with Industry until the end of 2016.  As PWGSC analyses the Industry feedback, the RFI may be amended from time to time to include more specific questions. Initial focus will be on Project Delivery and Real Property Planning.
