    Yellowknife, Northwest Territories 
    
    Bidders are hereby informed that the requirements of the Tlicho
    Land Claim and Self Government Agreement will apply to this
    procurement. The benefits that apply are contained in: Chapter
    26, the Tlicho Land Claim and Self Government Agreement, clauses
    26.3, 26.3.1 (a).
    
    Public Works and Government Services Canada (PWGSC) on behalf of
    Aboriginal Affairs and Northern Development Canada (AANDC), has
    a requirement for the Care and Maintenance of the Giant Mine
    site, located in Yellowknife, NWT.
    
    The proposed contract is to continue the Care and Maintenance of
    the mine facilities upon expiry of the current contract, on or
    before March 31, 2013. The purpose of the contract is to
    maintain the mine in environmental compliance until a long-term
    remediation plan can be implemented. Work includes, however is
    not limited to, maintaining the mine in a dewatered and
    environmentally compliant state, operation of the effluent
    treatment plant, performing risk mitigation work/services,
    protecting the public from accidental harm and securing and
    protecting the property.
    
    The base one year contract will commence, from contract award to
    March 31, 2014, plus two (2) additional 6-month option periods.
    It is Canada's intent to facilitate a transition period between
    the existing operator and the new Contractor for approximately
    one (1) month period, prior to the new Contractor assuming
    complete operation and responsibility of the Giant Mine Site, on
    April 1, 2013.
    
    Mandatory Site Visit 
    It is mandatory that the Bidder or a representative of the
    Bidder visit the work site. Arrangements have been made for site
    visit to be held on Tuesday, January 8, 2012 at 8:30 am. Bidders
    are to meet at the front entrance of the Giant Mine Site.
    Bidders must communicate with the Contracting Authority no later
    than five (5) work days before the scheduled visit to confirm
    attendance and provide the names of the person(s) who will
    attend. Bidders will be required to sign an attendance form.
    Bidders should confirm in their bids that they have attended the
    site visit. Bidders who do not attend or send a representative
    will not be given an alternative appointment and their bids will
    be rejected as non-compliant. Any clarifications or changes to
    the bid solicitation resulting from the site visit will be
    included as an amendment to the bid solicitation.
    
    Attire - It is mandatory that all persons attending the site
    visit have the proper safety footwear (CSA approved green patch)
    . Hard hats and safety glasses are also required.  Contractor
    personnel/individuals who do not have the proper safety attire
    will be denied access to the site.  
    
    Interested bidders are to register  and confirm their attendance

    Non-registered bidders will not be taken to or be allowed on the
    site.
    
    Due to limited space, each company attending will be limited to
    two (2) representatives.
    
    All travel and living costs associated with travel to
    Yellowknife for the purpose of attending the Mandatory Site
    Visit/Bidder's Conference will be borne by the Contractor or
    their representative
    
    
    This Procurement contains Mandatory requirements. Failure to
    comply will result in rejection of your bid.
    
    The requirement is subject to the provisions of the World Trade
    Organization Agreement on Government Procurement (WTO-AGP), the
    North American Free Trade Agreement (NAFTA), and the Agreement
    on Internal Trade (AIT).
