Prior to posting the Request for Proposal (RFP), PWGSC held an optional surface site visit for potential bidders interested in submitting a proposal for the Main Construction Manager contract. The intent of the site visit was to provide potential bidders with the opportunity to see the site’s surface well before snow and winter set in, as the RFP is anticipated to be posted in Fall 2016. An additional surface tour may be available during the solicitation period but historically the value of surface tours in the fall/winter season is limited by weather conditions. An underground tour may be held during the solicitation period. This Notice only describes an anticipated solicitation, provision of a Notice and attendance at the site visit does not constitute a contract between Canada/PWGSC and the interested bidder. The MCM contract may include (but not be limited to) the following tasks/activities; • Role of Mine Manager responsible for overall Site Health &Safety as per the Government of the Northwest Territories (GNWT) Mines Act • Care and Maintenance (C&M) - either through a sub-contract or through Novation of an existing PWGSC C&M Contract. • Development and implementation of a Site Wide EnvironmentalMonitoring Program (EMP) and other aspects of a Site Wide Environmental Management System (including the Air Monitoring Program) - either through a sub-contract or through Novation of existing PWGSC Contracts. • Conversion of Design Packages to Construction Packages • Construction Sequencing and Scheduling • Constructability and Construction Risk Assessment • Assistance with Development of Substantive Cost Estimate to support Effective Project Approval (EPA) by PWGSC and INAC • As and When Construction Work to mitigate immediate Health, Safety or Environmental Risks identified by the Project Team (MCM, PWGSC, INAC and GNWT) • Completion of outstanding Advanced Remediation Construction Activities (if necessary) • Execution of the Remediation Work Packages as a General Contract using Sub-Contracts 3. This competitive requirement will be subject to the World Trade Organization-Agreement on Government Procurement (WTO-AGP), the North America Free Trade Agreement (NAFTA, and the Agreement on Internal Trade (AIT). The requirements of the Tlicho Land Claim and Self Government Agreement will apply to this procurement. Documents may be submitted in either official language of Canada. BACKGROUND: Giant Mine, located in Yellowknife, operated under several owners for approximately 56 years, starting in 1948. In 1999, then owner, Royal Oak Mines Inc., went into receivership. The Government of Canada has taken on the responsibility of the existing environmental liabilities on the property, including approximately237,000 tonnes of arsenic trioxide, stored in underground chambers. The Giant Mine site is currently under Care and Maintenance while the Project enters its Design phase before full remediation begins. The implementation phase of the remediation plan will have a number of individual components including, but not limited to: in-situ encapsulation of arsenic trioxide waste; tailings management; improvements/amendments to Baker Creek; surface water management; building demolition; managing surface openings and pit closures; and management, storage, handling, and/or disposal of hazardous materials and contaminated soils.
