    The Department of Crown Indigenous Relations and Northern Affairs Canada’s (CIRNAC’s) Northern Contaminated Sites Program (NCSP) is committed to the cleanup of contaminated sites in Canada’s Northern territories. 
    
    Public Works and Government Services (PWGSC) on behalf of CIRNAC has a requirement for Strategic Communications Support services to assist with various activities related to these contaminated sites, mainly the Giant Mine Remediation Project as per Annex A Statement of Work on an if and when requested basis, from date of Contract award to March 31, 2022 with five one-year option periods.
    
    Socio-economic provisions are included under this Contract and validated in the Task Authorizations. Refer to the Indigenous Opportunities Considerations (IOC) as outlined within the Submission Requirements and Evaluation section of this RFP.
    
    Bidders are requested to maximize Indigenous employment, subcontracting and on-the-job training opportunities, and involve local and regional businesses, in carrying out the work under the resulting task authorizations.
    
    This bid solicitation is to establish a contract with task authorizations (TA) for the delivery of the requirement detailed in the bid solicitation.
    
    The requirement will be subject to the following Comprehensive Land Claims Agreement;
    
    1) Tlicho Land Claims and Self-Government Agreement, Chapter 26 - Economic Measures;
    
    This bid solicitation allows bidders to use the epost Connect service provided by Canada Post Corporation to transmit their bid electronically.  Bidders must refer to Part 2 entitled Bidder Instructions, and Part 3 entitled Bid Preparation Instructions, of the bid solicitation, for further information.
    
    
    Due to the impacts from the COVID-19 pandemic, temporary measures are being taken on-site at the Western Region Bid Receiving Unit to encourage social distancing. The health and safety of staff and suppliers remains our top priority. 
    
    Suppliers are strongly encouraged to submit bids electronically using the Canada Post epost Connect application for the subject bid solicitation. This service allows suppliers to submit bids, offers and arrangements electronically to PWGSC Bid Receiving Units. This online service enables the electronic transfer of large files up to Protected B level.
