Requirement
Public Service and Procurement Canada (PSPC) is seeking a Contractor to supply bulk liquid Nitrogen and Carbon Dioxide; and install, maintain and lease of storage tanks, for the Biologic and Radiopharmaceutical Drugs (BRDD Laboratory at Health Canada in Ottawa, Ontario.  

The period of the resulting Contract is from award date to March 31, 2023 with the option to extend by up to four (4) additional one-year periods under the same conditions.

Schedule
While initial supply of bulk liquid oxygen and installation of storage tank is requested to be delivered October 1, 2020, the Bidder will be requested to offer their best delivery date.

Security Requirement
There is no security requirement applicable to the resulting Contract.

Trade Agreements
The requirement is subject to the provisions of the World Trade Organization Agreement on Government Procurement (WTO-AGP), the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), the North American Free Trade Agreement (NAFTA), the Canadian-European Union Comprehensive Economic and Trade Agreement (CETA) and the Canadian Free Trade Agreement (CFTA).

Basis of Selection
A bid must comply with the requirements of the bid solicitation and meet all mandatory technical evaluation criteria to be declared responsive. The responsive bid with the lowest evaluated price will be recommended for award of a contract.

The Crown retains the right to negotiate with suppliers on any procurement.
