If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. Requirement The National Research Council Canada (NRC) has a requirement to award a contract to Canpa Instruments Inc. for the supply and delivery of one (1) Automatic Dynamic Sheet Former (ADSF) unit. This sheet former will be used to support NRC's Nanocomposite research group. GSIN: N3615. Technical Requirements The ADSF must comply with the following technical requirements: Minimum warranty of one (1) year on parts and labour; Centrifuge based sheet making wire speed of maximum lower limit of 700 m/min to a minimum upper limit of 1900 m/min; Produce rectangular sheets 30 cm x 1 m (+/- 5 cm); Utilize a flowmeter to control the delivered amount of solution precisely and repeatably Have a minimum three (3) feed stock tanks of a minimum capacity of 40 liters, with agitator mixing; Have one (1) small feedstock tank of a minimum eight 8 liters and a maximum 12 liters capacity; Automated control; Capable of complete and automatic production of single layers AND multi-layer sheets (minimum of 3 layers) for all steps (except sheet removal) using a combination of the three large feedstock tanks; Nozzle vertical speed control to control the vertical quality of the sheet; Stock flow volume: a maximum lower limit of 0.5 l/min and a minimum higher limit of 6.0 liters/min; All tanks and centrifuge must have a cover; Possibility to reuse the white water (capable of containing feed tank volume) to minimize waste water in manual and automatic mode; Various nozzles must be available; Stainless steel and chemical/corrosion resistant materials; Electrical requirement 120 or 208V, 60Hz; Backup of program for user reset/reinstall; Manual, electrical and process diagrams; Training and installation. Applicable Trade Agreements and Obligations This requirement is subject to the North American Free Trade Agreement (NAFTA), the Agreement on Internal Trade (AIT) and the Bilateral Trade Agreements. Government Contract Regulations (GCR) Exception and Limited Tendering Reasoning Government Contract Regulations applies as only one person is capable of performing the work (Supply Manual Chapter 3 - 3.15). Limited tendering procedures in accordance with AIT, NAFTA and the Supply Manual (SM), Chapter 3, Annex 3.2 where: - for works of art, or for reasons connected with the protection of patents, copyrights or other exclusive rights, or proprietary information or where there is an absence of competition for technical reasons, the goods or services can be supplied only by a particular supplier and no reasonable alternative or substitute exists; (CAP Code 71) Required Delivery Delivery is requested to be completed by March 27, 2015. Intellectual Property: Contractor to own Intellectual Property Rights in Foreground Information Estimated Cost : $134,100.00 It is the Government of Canada's intent to issue a sole source contract to Canpa Instruments Inc., as Canpa Instrument Inc. is the only known supplier capable of performing the work. As it is intended to proceed in a timely manner, responses received after the closing date will not be considered. The statement of capabilities must definitively demonstrate how they are fully capable of meeting the technical requirements as outlined herein. Responses received on or before the closing date will be considered solely for the purpose of deciding whether or not to conduct a competitive procurement. Information provided will be used by the Crown for technical evaluation purposes only and will not be construed as a proposal. The submitted written response must provide sufficient evidence (e.g. specifications, technical data, drawings or any other proof) that clearly demonstrates that the proposed product is capable of fulfilling this requirement. Suppliers that have submitted a response will be notified in writing of PWGSC's decision whether to continue with the aforementioned procurement or to compete the requirement.
