    An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with theaward.
    
    Requirement
    1.0 Purpose
    The National Research Council of Canada (NRC) wishes to acquire a semi-automated Li-ion battery prototype manufacturing line, in order to serve the Canadian battery manufacturing industrial value chain. This manufacturing line must be able to produce industrial-quality pouch-type battery cells of different sizes, and shall include a number of different modules, starting from the mixing of active materials and up to the final sealing and trimming of the pouch-cell.
    Within this scope, NRC wishes to acquire a high speed thin-film nanoparticle dispersion mixer, which allows to obtain electrode slurries having optimal dispersion levels and homogeneity from the microscale down to the nanoscale. The equipment must be delivered to the NRC’s Boucherville site. All of the specifications indicated herein must be met.

    Technical Requirements
    
    The High Speed Thin-Film Mixer must comply with the following technical requirements:
    
    2.0 Equipment Constraints
    2.1 High speed thin-film mixer
    2.1.1 Equipment is table-top. The dimensions are W340 x D560 x H640mm with an estimated weight of 45kg.
    
    3.0 Mandatory Technical Specifications
    3.1 Mixer
    3.1.1 Equipment is comprised of a rotating shaft, a cylindricalporous cylinder wheel, a stationary vessel, a dam plate and an overflow vessel.
    3.1.2 All parts enumerated in 3.1.1 are made out of stainless steel.
    3.1.3 The mixer must have an adjustable speed ranging from 2200 to 11000rpm
    3.1.4 The mixer must havea dispersion capacity of up to 180mL/min in continuous mode, and also permits operation in batch mode with a capacity of 50 to 90mL per batch.
    3.1.5 The mixer is made for easy disassembly, reassembly and cleaning.
    3.1.6 The HMI, touch panel enables the operator to adjust and monitor the following parameters: impeller speed, run time, vessel temperature and load amperage.
    3.1.7 The mixer is equipped with a USB data-logging capability.
    
    4.0 Spare Parts
    4.1 The Contractor must include a Recommended Spare Parts List (RSPL). This list must include as a minimum:
    4.1.1 Name and Description of item;
    4.1.2 Price; 
    4.1.3 OEM Item Part Number;
    4.1.4 Detailed Assembly Drawing or Specification Data Sheet.
    4.2 Spare parts shall be available for a period ofno less than 10 years, and should be readily available. 
    4.3 Suppliers must ensure that manuals and other related documents are updated when a spare part become obsolete and is replaced by a new model. 
    4.4 The supplier must guarantee in-stock availability of spare parts delivery within a period of 10 working days.
    
    5.0 Deliverables
    The following list of deliverables is to be included with the final equipment, with the exception of the spare parts, which is to be listed as optional.  
    5.1 A set of tools specific to the equipment must be provided.
    5.2 Two (2) copies of the technical documentation on the operation and maintenance of the equipment, written in English must be provided in both hard copy and electronic format.
    5.3 A Spare parts package (offered as an optional item in the cost sheet).
    
    6.0 System warranty and support
    6.1 One (1) year warranty from start-up (commissioning) must be included. Comprising support by email, phone or Internet. The technical support within 24 hours during regular working hours between 8:30 A.M. and 4:30 P.M. (Canada Eastern Time Zones) during the warranty period.
    
    7.0 General Information and services provided by NRC
    7.1 The equipment must be CSA or ULC-approved or certified by a recognized organizationin Quebec.
    7.2 All safety or emergency labels must be in English and French or illustrated by symbols.
    7.3 Electrical voltage available: 600 volts, 3 phases, 60 Hz; 208 volts, 3 phases, 60 Hz; and 120 / 208 volts, 1 phase, 60 Hz. Any other voltage, ifneeded, must be obtained using a transformer supplied by the supplier. 
    7.4 All measuring, monitoring, display and record must be in SI (System international) units.
    7.5 Compressed air: 90 PSI, the diameter of the pipe and the required flow rateshall becommunicated by the supplier before or upon delivery.
    
    Applicable Trade Agreements and Obligations
    
    This requirement is subject to the World Trade Organization Agreement on Government Procurement (WTO-AGP), the North American Free Trade Agreement (NAFTA), and the Agreement on Internal Trade (AIT) and the Bilateral Trade Agreements.
    
    Government Contract Regulations (GCR) Exception and Limited Tendering Reasoning
    
    Government Contract Regulations applies as only one personis capable of performing the work (Supply Manual Chapter 3 - 3.15).
    
    Limited tendering procedures in accordance with AIT, NAFTA, WTO-AGP and the Supply Manual (SM), Chapter 3, Annex 3.2 where: 
    
    - for works of art, or for reasons connected with the protection of patents, copyrights or other exclusive rights, or proprietary information or where there is an absence of competition for technical reasons, the goods or services can be supplied only by a particular supplier and no reasonable alternative or substitute exists; (CAP Code 71)
