    Advance Contract Award Notice (ACAN)
    An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award.
    
    Definition of the requirement
    The Royal Canadian Mounted Police - Telecoms Divisions has a requirement for the supply of a P25 Digital portable ruggedized radio test set with an operating temperature of -20 degrees. The P25 radio test set must perform: P25 receiver and transmitter measurements, auto alignment and auto test on a four (4) watt portable P25 radio, twenty-five (25) watt P25 mobile radio within the VHF, UHF and 700/800 MHz range.

    Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements)
    Any interested supplier must demonstrate by way of a statement of capabilities that its equipment meets the following requirements:
    1. The portable radio test set must have operating frequency range of 10 MHz to 1 GHz. 
    2. The portable radio test set must weigh less than 20 lbs.  The tech must carry the test set and tools from the workshop to tower sites, building roof and the communication centre. 
    3. The portable radio test set must meet the rugged MIL-PRF-28800F 30G shock and vibration. The test set must be able to absorb the transport in a vehicle to rugged terrain when a tech goes on a service call. 
    4. The portable radio test set must have an operating temperature of -20 degrees or lower. The repeaters and mobile radios have a temp rating of -30 degrees and the tech have the challenge of performing a service call in the winter to some of our equipment install in shelters that have no heat.
    5. The portable radio test set must have internal battery.  
    6. The portable radio test set must include the Auto Alignment and Auto Test features. The feature automatically aligns the reference oscillator, deviation balance; power adjustments, symbol deviation and front end filter alignment. The Auto testing will measures the power, the receiver Bit Error Rate (BER), transmitter BER, C4FM modulation fidelity, symbol deviation, RF error and generate a pass / fail report.
    7. The portable radio test set must include auto alignment and auto test for the radios: Motorola XTL & XTS, Motorola APX 6000, APX 7000 & APX 8000, Harris XG-75, Harris XL-200, EF Johnson   Viking 400, 600 & 900. 
    8. The portable radio test set must include: P25 receiver, P25 transmitter, RF duplex mode, oscilloscope, spectrum analyzer, tracking generator, digital multi-meter & internal RF in-line power meter.

    This requirement is subject to the World-Trade Organization Agreement on Government Procurement (WTO-AGP), Canada-European Union Comprehensive Economic and Trade Agreement (CETA), North American Free Trade Agreement (NAFTA) and the Canadian Free Trade Agreement (CFTA) and the Bilateral Trade Agreements.
    
    Government Contract Regulations (GCR) Exception and Limited Tendering Reasoning
    Government Contract Regulations applies as only one person is capable of performing the work (Supply Manual Chapter 3 - 3.15).
    Limited tendering procedures in accordance with AIT and the Supply Manual (SM), Chapter 3, Annex 3.2 where: 
    - for works of art, or for reasons connected with the protection of patents, copyrights or other exclusive rights, or proprietary information or where there is an absence of competition for technical reasons, the goods or services can be supplied only by a particular supplier and no reasonable alternative or substitute exists; (CAP Code 71)
    
    Justification for the Pre-Identified Supplier
    TestForce is the sole supplier for the Cobham IFR8800SX digital radio test set. The IFR8800SX is the only P25 Digital portable ruggedized radio test set with an operating temperature of -20 degrees to maintain the P25 repeaters at remote locations. 
    
    Ownership of Intellectual Property
    Contractor to own Intellectual Property Rights in Foreground Information.
    
    Period of the proposed contract or delivery date
    The proposed contract is for a period of five (5) years.  The contract includes three (3) years and two (2) - one (1) year option periods.
    
    Cost estimate of the proposed contract
    The intent is to award a National Individual Standing Offer (NISO) for $2,000,000.00 tax included for the 5 year period.

    Suppliers who consider themselves fully qualified and available to provide the goods described in the ACAN at time of ACAN closing may submit a statement of capabilities in writing to the contracting officer identified below, on or before the closing date and time of this notice. As it is intended to proceed in a timely manner, responses received after the closing date will not be considered. The statement of capabilities must definitively demonstrate on a line by line basis how the product meets or exceeds each criteria.  All technical information must be provided at ACAN closing.
    
    Responses received on or before the closing date will be considered solely for the purpose of deciding whether or not to conduct a competitive procurement. Information provided will be used by the Crown for technical evaluation purposes only and will not be construed as a proposal. The submitted written response must provide sufficient evidence (e.g. specifications, technical data, drawings or any other proof) that clearly demonstrates that the proposed product is capable of fulfilling all aspects of this requirement.  Suppliers that have submitted a response will be notified in writing of PWGSC’s decision whether to continue with the aforementioned procurement or to compete the requirement.
