    The Department of National Defence has a requirement to purchase
    sixteen (16) Fuel Fired Coolant Heaters and ancillary items,
    including installation at the Canadian Contractor's facility, in
    accordance with the Statement of Work for Fuel Fired Coolant
    Heaters, dated 2015-01-15, by August 30, 2015.
    
    The requirement includes an option to purchase up to sixteen
    (16) Fuel Fired Coolant Heaters and ancillary items, including
    installation at the Canadian Contractor's facility to be
    exercised within twenty-four (24) months from the effective date
    of the contract.
    
    1.1.	Mandatory Technical Evaluation Criteria
    
    1.1.1	Mandatory Proof of Compliance
    Bidders must submit, with their bid, all proof of compliance
    required in the Statement of Work.
    
    1.1.2	Substitutes and/or Alternatives
    Bidders proposing substitutes and/or alternatives must provide
    with their bid, all the information as detailed in Part 3,
    Section 1, - Substitutes and Alternatives to be considered for
    evaluation.
    
    1.1.3	Experience
    The Bidder must demonstrate it has a minimum of two (2) years of
    experience during the last 5 years in installing fuel fired
    coolant heaters in vehicles of the size and capacity detailed in
    the Statement of Work paragraph 1.3 for which a bid is being
    submitted.
    The Bidder must provide specific qualifications and experience
    on the personnel expected to perform work under the contract.
    Including any relevancy training and experience in the area of
    expertise required. 
    
    1.1.4	Location
    The Bidder must demonstrate that their location is within fifty
    (50) km radius of the DND location or have a facility that can
    complete the work within fifty (50) km radius of the DND
    location.

    Debriefings
    
    After contract award, bidders may request a debriefing on the
    results of the bid solicitation. Bidders should make the request
    to the Contracting Authority within fifteen (15) working days of
    receipt of notification that their bid was unsuccessful. The
    debriefing may be provided in writing, by telephone or in person.
