The Department of National Defence has a requirement for the items detailed as described at Annex A - Pricing (.xls), for delivery by June 2015 to Canadian Forces Supply Depots in Montreal, Quebec and Edmonton, Alberta. This requirement will be divided in two (2) Tiers. Tier 1 - Group 1 Under Tier 1, Group 1, PWGSC will not release the Design Data List (DDL), to protect the Intellectual property. Bidders submitting a bid under Tier 1, Group 1, must be able to submit a bid without the need of the Design Data List (DDL). If no bid is received for Tier 1, Group 1, or if the goods are not available on reasonable commercial terms to enable timely maintenance, repair or overhaul, PWGSC will be requesting proposals in accordance with the Tier 2 process. Bidders who are unable to submit a bid under Tier 1, Group 1, but are interested in submitting a bid under Tier 2 must indicate to the Contracting Authority, their intention to bid under Tier 2 by email and provide their full mailing address. Tier 1 - Group 2 For this requirement, PWGSC will release the Design Data List (DDL) in accordance with paragraph 6 in Part 2. Tier 2 - Group 1 In the event that no bids are provided pursuant to Tier 1, Group 1, the bidder(s) indicating their intent to bid, under Tier 2, will be provided the Design Data List (DDL) by Canada. Bidder must submit their bid as detailed in Part 2 - Bidder Instructions, under Submission of Bids, 2.1 Tier 2. A Request for Proposal will be sent to all bidders that have supplied an "Intent to bid" under Tier 1. The Design Data List (DDL) for the remaining items from Tier 1, Group 1, in Annex A - Pricing (.xls) will automatically be sent to the bidders from this tender list. Design Data List (DDL) The requirement contains DDL, drawings and specifications. To order a copy of the DDL, drawings, and specifications, bidders must contact the Contracting Authority by email and provide their full mailing address. If bidders have not received the documents at least ten (10) calendar days prior to bid closing date, bidders should communicate with the Contracting Authority. Tier 1 Bidders must inform the Contracting Authority on which Group(s), in accordance to Annex A - Pricing (.xls), they wish to provide a bid. Bidders requesting the Design Data List (DDL) from Tier 1, Group 1, in Annex A - Pricing (.xls), will be added to a tender list. If no bid is received for Tier 1, Group 1, bidders will be able to proceed under Tier 2. Tier 2 In the event that no bids are provided, pursuant to Tier 1, Canada reserves the right to release the Design Data List (DDL) for the remaining items from Tier 1, Group 1, to the Tender List provided in Tier 1. Bidders will receive the Design Data List (DDL) from Canada and will be able to submit a bid for Tier 2, Group 1. Technical Evaluation Procedures 1.1.1 Mandatory Technical Evaluation Criteria - Part Number and NSCM/CAGE Bidders submitting a bid must indicate, in Annex A -Pricing (.xls), all Part Number and the NSCM/CAGE they are offering. 1.1.2 Mandatory Technical Evaluation Criteria - Equivalent and Substitute Products Bidders proposing an Equivalent or a Substitute Product must indicate, on Annex A -Pricing (.xls), the brand name and model and/or Part Number and the NSCM/CAGE they are offering. 1.1.3 Mandatory Technical Evaluation Criteria - Equivalent and Substitute Products Conformance Certification Bidders must complete the Products Conformance Certification in Part 5. Debriefings After contract award, bidders may request a debriefing on the results of the bid solicitation. Bidders should make the request to the Contracting Authority within fifteen (15) working days of receipt of notification that their bid was unsuccessful. The debriefing may be provided in writing, by telephone or in person. Delivery Date: Above-mentioned The Crown retains the right to negotiate with suppliers on any procurement.
