The Department of Natural Resources Canada has a requirement for the items detailed in the Annex A - Pricing for delivery by March 2016 to Ottawa, Ontario.

Trade Agreements
The requirement is subject to the provisions of the World Trade Organization Agreement on Government Procurement (WTO-AGP), the North American Free Trade Agreement (NAFTA), the Canada-Columbia Free Trade Agreement (CCFTA), the Canada-Peru Free Trade Agreement (CPFTA), the Canada-Panama Free Trade Agreement (CPFTA) and the Agreement on Internal Trade (AIT).

4.1.1 Technical Evaluation

4.1.1.1 Mandatory Technical Evaluation Criteria 
Bidders must complete Annex A - Pricing in its entirety. Bidders who would like to have an electronic version of Annex A - Pricing must sent their request to christine.beaudry@pwgsc-tpsgc.gc.ca 

4.1.1.2 Mandatory Technical Evaluation Criteria - Equivalent Products and Substitute Products
Bidders proposing an Equivalent Product or a Substitute Productmust indicate the brand name and model and/or Part Number they are offering.

4.1.1.3 Mandatory Technical Evaluation Criteria - Mill Test Report (MTR)
Bidders must include the Mill Test Report (MTR) with all items they areoffering with their bid.

4.1.2  Financial Evaluation

4.1.2.1 Mandatory Financial Evaluation Criteria
The price of the bid must be in Canadian dollars, Delivered Duty Paid at destination, Incoterms 2000, Canadian Custom Duties and ExciseTaxes included where applicable and Applicable Taxes extra. 

Bidders must provide a price for all items listed in Annex A - Pricing.

4.2 Basis of Selection
A bid must comply with all requirements of the bid solicitation to be declared responsive. The responsive bid with the lowest evaluated price for all items will be recommended for award of a contract.

Debriefings
Bidders may request a debriefing on the results of the bid solicitation process. Bidders should make the request to the Contracting Authority within fifteen (15) working days from receipt of the results of the bid solicitation process. The debriefing may be provided in writing, by telephone or in person.
