This bid solicitation cancels and supersedes previous bid solicitation number23375-160852/A dated 2015-12-03 with a closing of 2016-01-21 at 14:00. A debriefing or feedback session will be provided upon request to bidders/offerors/suppliers who bid on the previous solicitation. 
 
The Department of Natural Resources Canada hasa requirement for the items detailed in the Annex A - Pricing for delivery by April 2016 to Ottawa, Ontario.

Trade Agreements
The requirement is subject to the provisions of the World Trade Organization Agreement on Government Procurement (WTO-AGP),the North American Free Trade Agreement (NAFTA), the Canada-Columbia Free Trade Agreement (CCFTA), the Canada-Peru Free Trade Agreement (CPFTA), the Canada-Panama Free Trade Agreement (CPFTA) and the Agreement on Internal Trade (AIT).

Delivery Date -Bid
Items 1 to 74 must be delivered by April 1, 2016. 

Items 75 to 90 must be delivered by April 29, 2016. 

Bidder must propose delivery dates that meet the mandatory delivery date mentioned above. If the delivery date proposed does not meet the requirements of the bid solicitation, the bid will be declared non-responsive.

Expected Contract award date
Contract award date is expected no later than March 8, 2016.

Technical Evaluation

Mandatory Technical Evaluation Criteria 
Bidders mustcomplete Annex A - Pricing in its entirety.

Mandatory Technical Evaluation Criteria - Mill Test Report (MTR)
Bidders must provide the Mill Test Report (MTR) with the product shipment.

Financial Evaluation

Mandatory Financial Evaluation Criteria
The price of the bid must be in Canadian dollars, Delivered Duty Paid at destination, Incoterms 2000, Canadian Custom Duties and Excise Taxes included where applicable and Applicable Taxes extra. 

Bidders must provide a price for all items listed in Annex A - Pricing.

Basis of Selection
A bid must comply with all requirements of the bid solicitation to be declared responsive.  The responsive bid with the lowest evaluated price for all items will be recommended for award of a contract.

Debriefings
Bidders may request a debriefing on the results of the bid solicitation process. Bidders should make the request to the Contracting Authority within fifteen (15) working days fromreceipt of the results of the bid solicitation process. The debriefing may be provided in writing, by telephone or in person.
