    The Department of National Defence has a requirement dispose of the former HMCS PRESERVER, a Protecteur-classauxiliary oil replenishment (AOR) ship and the former CFAV QUEST, an Auxiliary General Oceano
    graphic Research (US DoD) / Oceanographic Research Ship (DND), by Ship Breaking. The contractor will be required to prepare the ships for transfer, transfer eachto the Approved Site(s), demilitarize the Controlled Goods, return any museum material, and subsequently Break (dismantle and dispose or recycle) the vessels in an efficient and environmentally responsible manner that is conforming to Canadian Laws andthe terms of the contract.
    
    NOTE: Ship Breaking is defined as the process of systematically scrapping the entire infrastructure of an obsolete vessel by dismantling 
    and disposing or recycling of all its component parts and hazardous materials.

    ty clauses, Bidders should refer to the Industrial SecurityProgram 
    (ISP) of Public Works and Government Services Canada (http://ssi-iss.tpsgc-pwgsc.gc.ca/index-eng.html) website.
    
    There is a mandatory Bidders’ Conference and Site Visit associated with 
    this requirement where personnel security screening is required prior 
    to gaining access to CONTROLLED GOODS AND PROTECTED information, assets 
    or sites. Consult Part 2 - Bidder Instructions.
    
    In accordance with the Basel Convention, the Canadian Environmental Protection Act (1999), the Export and Import of Hazardous Waste and Hazardous Recyclable Material Regulations SOR/2005-149 and the Operational Requirements of the Government of Canada the sourcing strategy relating to this procurement will be restricted to Canadian companies.  
    
    The requirement is subject to the provisions of Agreement on Internal Trade (AIT).
    
    This procurement is subject to the Controlled Goods Program. The Defence 
    production Act defines Canadian ControlledGoods as certain goods listed 
    in Canadas Export Control List, a regulation made pursuant to the 
    Export and Import Permits Act (EIPA). 
    
    Work Period: 
    
    Work must commence and be completed as follows for the former HMCS PRESERVER:
    
    Commence:  at contract award date.
    Complete:    18 MONTHS from date of contract award. 
    
    The Contractor must remove the former HMCS PRESERVER from theHALIFAX DOCKYARD Jetty no more than 45 calendar days after Contract award.
    
    Work must commence and be completed as follows for the former CFAV QUEST:
    
    Commence: Former CFAV QUEST will be made available to the Contractor 
    on:                        SEPTEMBER 1, 2017.
    Complete:  18 months from date the former CFAV QUEST is made available to the                                           Contractor.
    
    The Contractor must remove the vessel from the CFB HALIFAX DOCKYARD Jetty no later than 45 calendar days after the former CFAV QUEST has been made available to the Contractor. 
    
    NOTE: CANADA will only allow work to be completed at the vessels cu
    rrent berth which is required to prepare the vessel for a towing certificate, as required by the Contractors underwriters surveyor.
