Title: Bus Charters and Rentals

The Department of National Defence (DND) has a requirement for the provision of bus charter and bus rental services on an “as and when requested” basis.  The purpose of this solicitation is to establish a series of Regional Individual Standing Offers for Canadian Forces Base (CFB) Kingston, CFB Trenton, CFB Petawawa, CFB Borden, and DND’s Dwyer Hill Training Centre (DHTC). The vehicles for hire or rental include various-sized highway motor coaches, school buses, and activity buses, with and without driver, and will be used to transport both government and non-government personnel as per operational requirements. 

Pick-Up Rights:  Each of the locations routinely generate bus charter requirements that originate from areas outside of their respective base/site.  In order that potential Offerors may decide whether or not to participate in this tendering process, a listing of historical origin points is provided below. These listings are not exhaustive:

CFB Trenton:  Trenton, Belleville, Napanee, Cobourg, Port Hope, Peterborough, Bancroft, Lindsay, Coboconk, Haliburton, Bowmanville, Toronto Pearson International Airport.

CFB Kingston: Kingston, Trenton, Petawawa, Meaford, Ottawa, St. Jean (Quebec), Brockville, Toronto Pearson International Airport, Peterborough, Oshawa, Cobourg, Brockville.

CFB Bordon: Southern Eastern Ontario to Niagara Falls, Toronto Pearson International Airport.

CFB Petawawa: Ottawa, Kingston, Trenton, Borden, Meaford, North Bay.

DHTC: Ottawa, Richmond, Petawawa, Trenton, Meaford, Toronto.

Offerors may bid on one or more bus types, i.e. Charters (Highway Motor Coach, School Bus, and/or Activity Bus) and/or Rentals (Highway Motor Coach, School Bus, and/or Activity Bus).

It is the intention of the Crown to issue a Standing Offer to each responsive Offeror.

The period of the Standing Offer will be from issuance to 2 years later inclusive, with the irrevocable option to extend the period of the Standing Offer by one (1) additional one-year period.

The requirement is subject to the provisions of the Agreement on Internal Trade (AIT).

The requirement is limited to Canadian goods and/or services.

The Request for Standing Offers (RFSO) is to establish Regional Individual Standing Offers for the requirement detailed in the RFSO, to the Identified User, excluding locations that are subject to Comprehensive Land Claims Agreements (CLCAs).  Any requirement for deliveries to locationswithin CLCAs areas will have to be treated as a separate procurement, outside of the resulting standing offers.
