Trade Agreement: CETA / WTO-AGP / CPTPP / CFTA / FTAs with Peru / Colombia / Panama / Korea Tendering Procedures: All interested suppliers may submit a bid Competitive Procurement Strategy: Lowest/Lower Bid Comprehensive Land Claim Agreement: No Nature of Requirements: DISPATCH Application software maintenance and support The Royal Canadian Air Force’s Air Mobility and Search and Rescue communities require senior software development resources to maintain a flight logistics software application, Dispatch, using an agile methodology. As the nature and specifics of missions are frequently subject to significant, short-notice change, so too must the delivery of software be responsive to the needs of the air force and its aircrews. The RCAF requires a technically skilled, operationally knowledgeable contractor to manage the delivery of Dispatch, including all services contained therein (mailgun, Microsoft Azure (or like) runtime, Docker containers, Jira/Confluence interfaces, and CI/CD pipeline.) Further, appropriate liaison will be required with other departments internal to DND, including DAPI and DADD). Due to the nature of these operations, there can be no downtime in service delivery - the contractor must accept a handover package from the incumbent contractor NLT 31 Jan 2021. Continuous delivery must be accomplished within a DevOps framework, embracing continuous integration and continuous deployment pipelines to ensure there is no downtime. For reference, the application will typically deploy on demand, often 5-10 times/day, and service between 1,000-20,000 daily sessions. In line with modern development practices, a typical project team responsible for development will be composed of software experts drawn from the following resource categories: full stack developer (senior and/or junior), product owner, UI/UX developer, and DevOps engineer. To facilitate this contract work, the contractor must outfit a software team (facilities provided by GoC in Kitchener Waterloo region).
