    Requirement
    The Federal Government of Canada, on behalf of its various
    Departments, Agencies, and Crown Corporations, is seeking
    proposals to issue Standing Offer(s) for the provision of
    courier and freight services from one city to another in Canada
    and WORLDWIDE, including locations within Comprehensive Land
    Claims Settlement Areas. The scope of these services is on an
    "as and when requested" basis. The services will include the
    intra-city courier services within the National Capital Region
    (NCR), but do not include the intra-city courier services within
    other cities. The origin and destination of the shipment is
    normally a Government office. 
    
    Rates
    The Bidder must submit rates, on two Compact Disc (CD) with a
    hard copy paper version.
    
    These rates will remain in effect for one (1) year; commencing
    from June 1, 2013 to March 31, 2014, with the right to request
    two (2) one-year extensions.
    
    Security Requirements
    If the Offeror does not wish to offer a service to transport
    classified materiel, there is no security requirement associated
    with the requirement.

    material, there is a security requirement associated with this
    requirement.
    
    Bidders' Conference      
    A Bidders' Conference will be held on Febuary 20, 2013 at the
    Public Works and Government Services office building at 13:30
    pm.  Please arrive no later than 13:00 pm, to allow sufficient
    time to be cleared through security and escorted to the

    Due to space constraints, attendance will be limited to two (2)
    representatives from each potential Bidder.  Security
    requirements require that the Bidder intending to attend the
    Bidders' Conference must provide the names of attendees to the
    Standing Offer Authority no later than Noon EST on February 18,
    2013 to ensure admittance to the Bidder Conference.
    
    The outline of the RFSO will be presented, and its changes will
    be highlighted. Any questions from the Bidders will be answered.
    
    Discussions taking place at the Bidders' Conference will not be
    recorded or transcribed. Bidders may submit specific enquiries
    in writing to the Standing Offer Authority following the
    Bidders' Conference. Enquiries will be managed as per article 3.

    Instructions. 
    
    Any clarifications or changes to the bid solicitation resulting
    from the Bidders' conference will be included as an amendment to
    the bid solicitation. Non-attendance at the Bidders' Conference
    will not preclude a Bidder from bidding on this RFSO.
