Nature of Requirement:

The Department of Public Works and Government Services Canada on
behalf of the Department of Foreign Affairs, Trade and
Development (DFATD) and other government departments, requires
Regional Master Standing Offer/s, (RMSO), for Freight Forwarding
Services. These services will be by land, air and ocean for the
movement of but not limited to, Office and Residential
Furniture, Appliances, Technical Equipment, Construction and
Maintenance Material, Motor Vehicles and some Hazardous Goods
from a Marshalling Facility in the National Capital Region (NCR)
to Canadian Diplomatic Missions in over 140 countries, on an
as-and-when-requested basis.

The period of the  Regional Master Standing Offer will be from
Date of Issue to November 30, 2015 with the right to request
three (3) extensions of one (1) year each. The call-up
limitation for the standing offer will be $100,000.00 (GST
included).

Offerors are required to submit pricing for all four regions, 

It is the intent to issue one (1) Standing Offer to cover the
following four (4) regions. 
Latin America & the Caribbean;
Europe;
Africa & the Middle-East;
Asia-Pacific. 

Financial Security Deposits/ Irrevocable Standby Letter of Credit

If PWGSC notifies the Offeror that it has been issued a Standing
Offer, the Offeror shall, at its sole expense, provide financial
security to the Crown within seven (7) calendar days from such
notification, in the form of an irrevocable standby letter of
credit in the amount of $150,000.00 Canadian dollars

"This document contains a Security Requirement, which the bidder
must meet  ON Bid Close."

The Contractor must, at all times during the performance of the
Contract, hold a valid Facility Security Clearance at the level
of RELIABILITY STATUS as detailed in the Request for Standing
Offer (RFSO) document and issued by the Canadian Industrial
Security Directorate (CISD), Public Works and Government
Services Canada (PWGSC).

Offerors must make sure that they fulfill all the mandatory
technical criteria to be considered. Failure to do so will cause
their Offer to be non-responsive.

An electronic version, in Microsoft EXCEL format, of the Basis
of Payment Pricing/Rate Sheets are attached with the RFSO.

The Crown retains the right to negotiate with suppliers on any
procurement.
