    THIS IS A REQUEST FOR INFORMATION (RFI) FROM INDUSTRY
    
    The intent of this Request for Information is to solicit feedback on all aspects detailed herein so as to enable Canada to consider industry perspectives and to provide industry with reasonable planning lead time to prepare for any resultant RFP.
    
    OVERVIEW
    
    Currently a Public-Private Partnership (P3) exists between PSPC and Innovate Energy Inc. for the modernization and operation of a District Energy System (DES), responsible for providing heating and cooling services to buildings across the NCA.  This DES consists of a number of networks, including Central Heating and Cooling Plants (CHCPs) and associated distribution systems.   The modernization will include conversion of heating systems from steam and high temperature hot water to low temperature hot water.
    
    As these DES networks slowly begin to connect the modernized system to the network of buildings, PSPC anticipates that a number of buildings might not be ready for connection to low temperature hot water and/or chilled water and therefore will find themselves without a source of heating or cooling. The reverse may also holds true in which a new building may not have a source of heating or cooling available as work to modernize the complexes may still be ongoing. PSPC is exploring the possibility of leveraging temporary heating and cooling services provision as a bridge solution.  
    
    PSPC foresees potential opportunities for one or more third-party entities to design, build, operate and maintain a temporary facility or facilities providing heating and cooling services to affected buildings. 
    
    NOTE TO POTENTIAL RESPONDENTS 
    
    This is a Request for Information (RFI) and does not constitute a commitment on Canada’s part to issue a subsequent Request for Proposal (RFP) related to the Energy Services Acquisition Program (ESAP). The RFI document and any responses received hereto in no way constitute an obligation on the part of Canada to enter into Contract(s) with one or more parties. Responses to the RFI will enable Canada to evaluate the strategy to be taken, if any, regarding further related activities. This is not a bid solicitation and responses will not be formally evaluated. Advisory notices will be posted on BuyandSell.gc.ca as further information is made available. Public Services and Procurement Canada (PSPC) solicits information in this matter solely for its own benefit to inform the structuring of this requirement, and makes no promise that an award of business will be made to respondents. 
    
    This RFI is simply intended to solicit feedback from industry with respect to matters described therein. Information provided will not be attributed to its source, but may be publicized in a manner that does not disclose the provider. Proprietary information will be protected in accordance with Federal policies. Responses will be kept strictly confidential, subject to the provisions of the Access to Information Act, and will be retained to support further development of internal planning documents and decisions, and possibly an RFP. Please note that responses to the RFI will not be returned.
    
    No payment will be made for costs incurred in the preparation and submission of any information in response to the RFI.
