Trade Agreement: Canadian Free Trade Agreement (CFTA) Tendering Procedures: The bidder must supply Canadian goods and/or services Competitive Procurement Strategy: Lowest/Lower Bid Comprehensive Land Claim Agreement: Yes Nature of Requirements: Air Charter Services for CCGS Sir Wilfrid Laurier Arctic Ship Crew Changes The Department of Fisheries and Oceans Canada (DFO) requires the charter of a fixed-wing aircraft with crew at Victoria, British Columbia to complete two, separate, one-day ship crew changes in the Arctic for the Canadian Coast Guard Ship (CCGS) Sir Wilfrid Laurier during the summer and fall periods. Each ship crew change will originate and terminate at the Victoria International Airport (YYJ) with a departure from YYJ around 0800. The crew being delivered to the crew change destination must arrive at least one hour before sunset and the ground time there must be a minimum of one hour to ensure adequate handover time is provided for the moving of crews and supplies between the vessel and the aircraft. The aircraft must have the ability to carry up to 50 passengers and must have a payload capacity equal to or greater than 22,050 pounds. The period of the Contract is from July 1, 2018 to June 30, 2019 inclusive. The Contractor grants to Canada the irrevocable option to extend the term of the Contract by up to three additional 1-year periods under the same conditions. This solicitation uses Portable Document Format (PDF) technology. To access the PDF form, bidders must have a PDF reader installed. If bidders do not already have such a reader, there are several PDF readers available on the Internet. It is recommended to use the latest free version of Adobe Reader to benefit all features of the interactive forms. Bidders must download the form directly on their computer from the WEB Browser. When the download is completed, bidders must open the PDF file using the PDF Reader. If bidders do not download the PDF file on their computer, an error may be displayed and the tool may not work.
