    For the provision of Laboratory services for Water and Sewage
    Analysis for the Department of National Defence, 5th Canadian
    Division Support Base Gagetown in Oromocto, New Brunswick, for
    the period from April 1, 2015 to March 31, 2016, with the option
    to renew for two (2) additional one (1) year periods.
    
    The work under this contract includes the provision of all
    following testing and analysis in a timely manner:
    
    Potable water testing and analysis for Total Coliforms including
    E. Coli, Heterotrophic Plate Count (HPC), Organic and Inorganic
    parameters as per Annex A, Pseudomonas, General Chemistry, and
    Trihalomethanes(THM).
    	
    Sewage water testing and analysis for Digestor Nutrient,
    Digestor Metals, Fecal Coliforms, Benzene, Toluene, Ethylbenzene
    and Xylene (BTEX), Biological Oxygen Demand (BOD5), Suspended
    Substance (SS), Total Kjeidahl Nitrogen (TKN), Total Phosphorus
    (TP), Ammonia (NH3), Total Suspended Solids (TSS), Total
    Petroleum Hydrocarbons (TPH), Glycol, Metals in any liquid or a
    solid sewage sludge, Phenols and Chemical Oxygen Demand (COD).
    	
    Storm water testing and analysis for BTEX, TPH, Total Suspended
    Solids (TSS), General Chemistry and Metals.
    
    Qualifications:
    
    The contractor's laboratory must be accredited to ISO/IEC 17025:
    2005 (General Requirements for the Competence of Testing and
    Calibration Laboratories) by an Accrediting Body that is
    Signatory to the Mutual Recognition Arrangement (MRA) of the
    International Laboratory Accreditation Cooperation (ILAC).
    Accreditation by any other body must be approved by the Engineer
    prior to award of this Service Contract.
    	
    Proof of accreditation with a copy of the laboratory's and any
    and all sub-contracted laboratories Scopes of Accreditation must
    be provided to the Engineer prior to award of this Service
    Contract. These Scopes of Accreditation must include all
    parameters oulined in Annex A and in 1.4.1.
    	
    Prior to award of this Service Contract, the Contractor shall
    provide proof of liability insurance coverage of no less than
    two million dollars, ($2,000,000).
    	
    Contractor must be registered with the Workplace Health, Safety
    and Compensation Commission (WHSCC) of New Brunswick 
    (WorkSafeNB) or if contractor is from outside New Brunswick,
    that province's equivalent is acceptable.  Proof of registration
    is required prior to award of this Service Contract.
    
    This PWGSC office provides procurement services to the public in
    both official languages.

    procurement.
