Trade Agreement: Canadian Free Trade Agreement (CFTA) Tendering Procedures: All interested suppliers may submit a bid Competitive Procurement Strategy: Lowest/Lower Bid Comprehensive Land Claim Agreement: No Nature of Requirements: CCGS Cape Roger and CCGS Cygnus - VLE DRY-DOCKING F7049-200079/A Bharat Hora Telephone No. (343) 551-4942 Requirement: The CCGS Cape Roger and CCGS Cygnus are presently operational in Eastern Canada. The two refits are bundled and will be performed under one Contract. The work on these ships includes regulatory dry-dockings to meet ABS Class requirements, renewal of steel including replacement of hull plating and deck steel, tanks inspections, overhauling of bow thrusters, main engines and generators, pulling and inspecting of the tail shafts, seals, stern tubes, propeller and rudder, various piping replacements, upgrading of complete alarm and monitoring systems, various electrical equipment replacement and refurbishment, and various other regulatory surveys. The dry-docking will also include the installation of a new crane on each of the two vessels, and hull blasting and coating. Bidders' Conference: A virtual bidder’s conference chaired by the Contracting Authority will be held on December 18 at 9:00 AM Eastern Standard Time (EST). The scope of the requirement outlined in the solicitation will be reviewed during the conferences and questions will be answered. It is recommended that bidders who intend to submit a bid attend or have representation attend. It will be assumed that the bidders attending the bidders’ conferences have read the specification included in Annex A, and are prepared for the conferences. Bidders are requested to communicate with the CA before the conference to confirm attendance so that the virtual meeting details may be sent to them. Bidders should provide, by email, to Bharat.Hora@pwgsc-tpsgc.gc.ca, the names of the person(s) who will be attending and a list of issues they wish to table no later than three (3) business days before the scheduled Conferences. Any clarifications or changes to the solicitation resulting from the Bidder’s Conference will be included as an amendment to the solicitation. Bidders who do not attend will not be precluded from submitting a bid. Site Visit - CCGS Cape Roger and CCGS Cygnus: Due to the current quarantine requirements in place for non-essential travel to Newfoundland and Labrador associated with the Covid pandemic, a site visit/vessel viewings will not occur for this solicitation. No shipyards will be given any access to view the vessels. In its place relevant videos of the work sites for each vessel will be uploaded on a secure cloud storage site. Interested bidders must contact the Contracting Authority by email to request the link to the cloud storage site no later than 0900 hrs. on 2020-12-14, also indicating the bidder’s preferred email address for the link to be sent. A request for any additional pictures or other visual details on the vessels, must be made no later than 0900 hrs. on 2020-12-16 to the Contracting Authority. Canada will try their best to accommodate these requests. Work must commence and be completed as follows: CCGS Cape Roger Work Commence: May 24, 2021 Work Complete: October 24, 2021 CCGS Cygnus Work Commence: November 01, 2021 Work Complete: March 31, 2022 Sourcing Strategy: The sourcing strategy related to this procurement will be limited to suppliers in Eastern Canada Region, in accordance with the Shipbuilding, Refit, Repair and Modernization Policy, and is subject to the Canadian Free Trade Agreement. This solicitation is exempt from USMCA and from the WTO-AGP agreements. Date of delivery: see above Canada retains the right to negotiate with suppliers on any solicitation.
