    Letter of Interest (LOI) for the
    Engineering, Logistics and Management Support (ELMS) for the
    Ship Design Group of the
    Department of National Defence (DND)
    
    
    1. BACKGROUND
    
    The Department of National Defence (DND), had a requirement for the first Engineering, Logistics and Management Support (ELMS) contract, for a maximum 10 year duration, which was awarded in 2009 to augment the engineering resource capacity and expertise within Director General Maritime Equipment Program Management (DGMEPM) and Director General Major Project Delivery (DGMPD) (Sea).
    
    The ELMS Replacement is a contract that is intended to use simliar services as ELMS for a 15 year duration.  It is a task-based contracting vehicle for the provision of engineering services for capital and National Procurement (NP) projects of DGMPEPM and DGMPD (Sea) on an as-and-when requested basis for a number of potential occupational categories and/or through the use of sub-contracted specialist resources.
    
    2. REQUIREMENT
    
    This Letter of Interest (LOI) W8482-168087/A is published to:
    
    * engage industry to provide initial feedback on draft solicitation documents, including the Statement of Work (SOW), the Evaluation Plan, the Terms and Conditions, and the Questions of this LOI;
    
    * allow supplier time to assess and comment on the adequacy and clarity of the requirements as currently expressed;
    
    * allow supplier to offer suggestions regarding potential alternative solutions that would meet requirements; and
    
    * invite capable suppliers interested to participate in a webinar and one-on-one meetings in February 2018.
    
    3. PARTICIPATION CRITERIA
    
    Each capable Supplier interested is invited to provide a response to the LOI meeting the following participation criteria:
    
    1. The Supplier’s response with the LOI number before 27 January 2018;
    2. The Supplier’s name and address with a contact person, e-mail address and telephone number;
    3. The Supplier’s capability to this type of engineering, logistics and management services with occupational categories or specialist resources by including a Supplier resume of a maximum of one page, including a website.
    4. The Supplier’s choice of language of communication: English or French.
    5. The initial written feedback on draft solicitation documents will be requested in the attached template format by the 12 February 2018 following the Webinar, or by the 28 February 2018 following the one-on-one.
    
    Confidentiality: Respondents should mark any portions of their response that they consider proprietary or confidential.
    
    4. ENQUIRIES
    
    Any enquiries regarding this LOI must be submitted through Yvan.Guay@tpsgc-pwgsc.gc.ca, by fax at 819-956-0897 one (1) week before the closing date of this LOI.
    
    5. SUBMISSION OF THE RESPONSE TO THE LETTER OF INTEREST (LOI)
