    This procurement is subject to national security exception and is, therefore, excluded from all of the obligations of the trade agreements.
    
    IMPORTANT NOTICE TO SUPPLIERS REGARDING BID SUBMISSION REQUIREMENTS:

    In order to respond to this request for proposal, bidders must submit their bids electronically using the Canada Post epost Connect application. Please refer to GI16, Submission of proposal for more information.
    
    Bids in hard copy (delivered in person or by mail or courier) or transmitted by facsimile will not be accepted in this request for proposal.
    
    DESCRIPTION
    
    In an outstanding effort to develop capacities to produce material for clinical trials and vaccines for the Canadian population, the Canadian government is investing in the construction of a Clinical Trial Material Facility (CTMF) that will reside in proximity of the NRC (Royalmount site) physically and functionally.
    
    Public Works and Government Services Canada (PWGSC) invites proponents to submit proposals for services (architectural and engineering, specializing in pharmaceutical laboratory design services (biotechnology)) to be rendered, from the design stage to the construction administration stage, as specified in the Required Services (SR) and Additional Services (SA), within the framework of this project to construct a new building, the Clinical Trials Material Facility (CTMF), aiming to meet the needs of the National Research Center of Canada (NRC) for a new GMP-compliant clinical trial material facility.
    
    The proponents must take into consideration the following:
     The project will be carried out in construction management mode via a contractor hired by PWGSC under a separate contract;
     Building information modeling (BIM) will be used for the realization of the project.
     The construction going through the design and interior fittings as well as the commissioning will respect the most demanding quality standards according to the good manufacturing practices (GMP) [Good Manufacturing Practices or GMP]
    
    SECURITY REQUIREMENTS
    There is no security requirement applicable to this request for proposal.
    
    GENERAL INFORMATION
    The Crown reserves the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.  
    
    TENDER DOCUMENTS
    Firms intending to submit a proposal on this project should obtain proposal documents through the website https://buyandsell.gc.ca service provider. Amendment, when issued, will be available from the service provider. Firms that elect to base their proposal on proposal documents obtained from other sources do so at their own risk and will be solely responsible to inform the proposal calling authority of their intention to bid.  
    
    QUESTIONS OR REQUEST FOR CLARIFICATION
    Questions or requests for clarification during the solicitation period must be submitted in writing to the Contracting Authority named on the RFP - Page 1 at e-mail address camille.ghali@tpsgc-pwgsc.gc.ca. Enquiries should be received no later than 3 working days prior to the closing date identified on the front page of the Request for Proposal. Enquiries received after that date may not be answered prior to the closing date of the solicitation.
    
    BIDDERS’ CONFERENCE
    To assist interested proponents to better understand the requirement, PWGSC will host a bilingual bidders’ conference. Your participation in the conferences is voluntary and not mandatory.
