The requirement is exempt from the provisions of the World Trade Organization Agreement on Government Procurement (WTO-AGP), Annex 4 and th
e North American Free Trade Agreement (NAFTA), Chapter Ten Annex
1001.2b Paragraph 1, however, it is subject to the Agreement on
Internal Trade (AIT).
As the CCGS Vladykov is not ice strengthened and its ability to operate
in ice or transit in freezing spray conditions is unknown; the vessel will not transit to any shipyard that requires transit to or through th
e Gulf of St-Lawrence. This includes destinations in the Northumberland
Straight and Northern Cape Breton including Sydney, NS
