Public Works and Government Services Canada plans on issuing a solicitation to procure fifty (50) Large Volume Infusion Pumps (LVIP) including four (4) Operator training sessions and two (2) Technical Service training sessions. There are also options: to procure up to an additional one hundred fifty (150) LVIP units, up to an additional ten (10) Operator training sessions, and up to an additional five (5) Technical Service training sessions from date of contract award to four (4) years later. Purpose of this Letter of Interest (LOI) The Government of Canada is seeking Letters of Interest from interested companies that have the capacity, capability and availability to provide large volume infusion pumps and associated training on behalf of the Department of National Defence. The purpose of this posting is to generate a list of possible suppliers that would be interested in being provided a copy of future solicitation(s) relating to the type of goods or services identified in the draft requirements described below, priced in the manner stated below, with the following Security Clearance stated below, all under the following Terms and Conditions: The 2003 (2018-05-22) Standard Instructions - Goods or Services - Competitive Requirements, General conditions 4010 (2012-07-16), Services - Higher Complexity ; Supplemental general conditions 4001 (2015-04-01), Licensed Software; Supplemental general conditions 4003 (2010-08-16), Licensed Software; Supplemental general conditions 4006 (2010-08-16), Contractor to Own Intellectual Property Rights in Foreground Information; General conditions 2030 (2018-06-21), General Conditions - Higher Complexity - Goods; Price and Availability is being sought for budgetary purposes and to estimate timelines for eventual delivery. Provide all-inclusive pricing for a complete unit with all the accessories in accordance with Annex A Requirement. Provide pricing for Operator and Technical training sessions as per Appendix 2 to Annex A. Prices to be all-inclusive of training manuals, reference materials, documentation, tuition and the Contractor’s trainer travel and living expenses. Training will be conducted at Canadian Forces facilities. Provide OEM recommended Items not included above such as spare parts lists with pricing based on service manual/parts breakdown and or Mean Time Between Failures, Consumables list with pricing and additional capabilities/programs with pricing. If Canada decides to issue a Request for Proposal following the closure of this LOI process, there will be no modifications of General conditions 2030 considered. Security Requirements Interested companies must hold valid Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC), clearences at the following level: The following security requirements (SRCL and related clauses provided by the Contract Security Program) apply and form part of the Contract. 1.The Contractor/Offeror must, at all times during the performance of the Contract/Standing Offer, hold a valid Designated Organization Screening (DOS), issued by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC). 2.The Contractor/Offeror personnel requiring access to sensitive work site(s) must EACH hold a valid RELIABILITY STATUS, granted or approved by CISD/PWGSC. 3. Subcontracts which contain security requirements are NOT to be awarded without the prior written permission of CISD/PWGSC. Suppliers who intend to bid on this solicitation but who do not meet the minimum security requirements are invited to request security sponsorship in order to be registered and screened by Public Services and Procurement Canada (PSPC)s Contract Security Program. Requests to be sponsored for the required security clearances must be submitted in writing or electronically to the Contracting Authority identified below.
