FP843-140016/A TITLE : Acquisition of Oceanographic In Situ Data of Scientifically Controlled Quality DESCRIPTION : Fisheries and Oceans Canada requires in situ data of scientifically controlled quality to support the Global Ice-Ocean Prediction System (GIOPS). The Contractor must provide the global in situ ocean temperature and salinity data (sent and collected in real time) from instruments reporting on the Global Telecommunication System from an observation period beginning on April 1, 2014 and ending on the contract's expiry date. The data must be supplied daily by file transmission protocol over the internet. The solicitation is intended to result in the award of 1 (one) contract for 2 (two) years, and up to 2 (two) irrevocable one-year options allowing Canada to extend the term of the Contract. TRADE AGREEMENTS : This requirement is subject to the Agreement on Internal Trade (AIT). MANDATORY EVALUATION CRITERIA : To be considered responsive, a bid must meet all of the following mandatory evaluation criteria. Bids not meeting all of these mandatory requirements will be given no further consideration. Consequently, Bidders are encouraged to supply as much information as necessary to demonstrate clearly that the mandatory requirements have been met. M1. The bidder must demonstrate a minimum of five (5) consecutive years of experience supplying the latest global in situ ocean temperature and salinity data from instruments reporting on the Global Telecommunication System with additional scientific quality control. M2. The data must be supplied on a daily basis (7 days a week) at a fixed time of the day, to a global ocean analysis and prediction centre. M3. The data must be supplied by file transmission protocol over the internet. M4. The bidder, through its affiliated employees, must have authored at least one published, peer-reviewed study over the past ten (10) years, demonstrating the ability to use remotely sensed altimetry data to detect and estimate quantities contained in in situ oceanographic data. M5. The bidder must provide the data in netCDF multiprofile format. M6. The bidder must have access to oceanographic profiles transmitted on the Global Telecommunication System (GTS) of the World Meteorological Organization. POINT-RATED EVALUATION CRITERIA : Point Rated Evaluation Criteria are included in the attached Request for Proposal. BASIS OF SELECTION : Highest Combined Rating of Technical Merit and Price 1. To be declared responsive, a bid must: a. comply with all the requirements of the bid solicitation; and b. meet all mandatory criteria; and c. Obtain the required minimum of15points overall for the technical evaluation criteria which are subject to point rating. The rating is performed on a scale of60 points. 2. Bids not meeting (a) or (b) or (c) will be declared non-responsive. 3. The selection will be based on the highest responsive combined rating of technical merit and price. The ratio will be70%for the technical merit and30%for the price. 4. To establish the technical merit score, the overall technical score for each responsive bid will be determined as follows: total number of points obtained / maximum number of points available multiplied by the ratio of70%. 5. To establish the pricing score, each responsive bid will be prorated against the lowest evaluated price and the ratio of30%. 6. For each responsive bid, the technical merit score and the pricing score will be added to determine its combined rating. 7. Neither the responsive bid obtaining the highest technical score nor the one with the lowest evaluated price will necessarily be accepted. The responsive bid with the highest combined rating of technical merit and price will be recommended for award of a contract.
