All other terms and conditions remain the same. ********************************************************************** Project Description Public Works and Government Services Canada (PWGSC) requires commercial furniture and commercially available accessories to be supplied, delivered and installed in three unique sites within downtown Ottawa. Required Services PWGSC requires the services of a Contract Furniture Supplier to supply, deliver and install the work as detailed in the Statement of Work. Schedule The delivery schedule for each site is unique. Deliveries are scheduled to occur from January 2018 to June 2018. Scope Pieces of furniture are required between the categories of lighting, metal furniture, seating, tables, visual aids, wood case goods and other miscellaneous items. Security Requirement There is a security requirement associated with this requirement. For additional information, consult PART 1 - GENERAL INFORMATION, 1.1 Security Requirements Procurement Strategy for Aboriginal Business This procurement is set aside under the federal government's Procurement Strategy for Aboriginal Business. This procurement is set aside from the international trade agreements under the provision each has for set asides for small and minority businesses. Further to Article 1802 of the Agreement on Internal Trade (AIT), AIT does not apply to this procurement. Two-Stage Bidding Process This request for proposal will be conducted in two stages. Each stage will be defined by having a unique submission and closing time. In Stage 1, bidders will review their product lines and submit hardwood and wood veneer samples from their standard offerings that demonstrate a best match to the control sample (natural to mid-tone walnut) that will be provided. The bidder is encouraged to bring as many options as they choose so that the evaluation team can provide feedback on what they believe most closely matches the control sample. The bidder’s samples must be able to be applied to the products being sourced in Stage 2. Bidders must have hardwood and wood veneer samples approved in Stage 1 to participate in Stage 2. In Stage 2, the bidders will be asked to submit a full proposal (including Technical, Financial, and Certification Sections). The proposed furniture items must include only the wood finishes that were approved in Stage 1. Integrity Provisions - Associated Information Bidders must provide a list of names, or other related information as needed, pursuant to section 01 of Standard Instructions 2003. Canadian Content The requirement is subject to a preference for Canadian goods and/or services. Federal Contractors Program for Employment Equity There is a Federal Contractors Program (FCP) for employment equity requirement associated with this procurement; see Part 5- Certifications and Part 6 - Resulting Contract Clauses Mandatory Site Visit It is mandatory that the Bidder or a representative of the Bidder visit the work site. Arrangements have been made for the site visit to be held in downtown Ottawa, Ontario during the week of July 14, 2017. The date, time, and location of the site visit will be distributed to bidders who inform the Contracting Authority of their intention to attend. Bidders can send a maximum of two (2) representatives to the site visit. The three buildings are within walking distances of each other. During the site visit, bidders will be shown the three buildings and a wood finish sample. Personnel security screening is required prior to gaining authorized access to the sites. Bidders must communicate with the Contracting Authority no later than July 7, 2017 to confirm attendance and provide the name(s) of the person(s) who will attend. Failure to comply with the security requirements will result in the representative(s) being denied access to the site. Bidders will be required to sign an attendance sheet. Bidders should confirm in their bid that they have attended the site visit. Bidders who do not attend the mandatory site visit or do not send a representative will not be given an alternative appointment and their bid will be declared non-responsive. Any clarifications or changes to the bid solicitation resulting from the site visit will be included as an amendment to the bid solicitation. Basis of Selection Highest Combined Rating of Technical Merit and Price Delivery Date: 30/06/2017 The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
