    The previously posted Sleeping Bag System (SBS) Request for
    Proposal (RFP), W8486-151419/A, was intended for the procurement
    of a man-portable Sleeping Bag System for the Canadian Armed
    Forces, to be used by personnel operating in consistently
    changing terrain in tropical, subtropical, temperate and polar
    conditions. The RFP W8486-151419/A was cancelled 12 May, 2015.
    The purpose of this Letter of Interest (LOI) is to invite
    industry members from all sectors of the supply chain, relevant
    to this product, to seek appointments for individual meetings
    with members of the SBS Project Team. The intended purpose of
    these 'one-on-one' meetings is to solicit feedback from industry
    on the previously posted and cancelled SBS RFP W8486-151419/A.
    Meetings are not limited to prime contractors. Meetings are not
    limited to Canadian Suppliers.
    In light of the number of bidder questions and concerns raised
    during the course of the RFP posting on Buy and Sell, DND would
    like to examine Industry's perspective on any issues with
    respect to the requirements outlined in the previously posted
    Specification, Statement of Work and Bid Evaluation Plan for the
    Sleeping Bag System.
    Resulting from the one-on-one industry meetings, DND may release
    a 2nd LOI with a draft Specification and/or list of specific
    questions for review and formal response by Industry. The
    objective of which is to develop a new RFP.
    This Letter of Interest (LOI) is not a bid solicitation. This
    LOI will not result in the award of any contract; therefore,
    potential suppliers of any goods or services described in this
    LOI should not earmark stock or facilities, nor allocate
    resources, as a result of any information contained in this LOI.
    Nor will this LOI result in the creation of any source list;
    therefore, whether or not any potential supplier responds to
    this LOI will not preclude that supplier from participating in
    any future procurement. Also, the procurement of any of the
    goods and services described in this LOI will not necessarily
    follow this LOI. This LOI is simply intended to invite industry
    representatives to meet with DND for the purpose of soliciting
    Enquiries regarding this LOI shall be directed to the LOI
    Authority. Enquiries received after 15 days before the closing
    date of this LOI may not be answered. Because this is not a bid
    solicitation, the Government of Canada will not necessarily
    respond to all enquiries in writing, nor circulate all answers
    to Industry.
