    1. Advance Contract Award Notice (ACAN) 
    An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. 
    
    2. Definition of the requirement 
    The Canadian Food Inspection Agency has a requirement for the supply of quantity of 1 Rotor-Gene Q 5plex High-Resolution Melting (HRM) Platform, including any necessary supplemental items with training and installation that meets all the minimum essential technical requirements as specified below.   
    
    3. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements) 
    Any interested supplier must demonstrate by way of a statement of capabilities that its system meets the following requirements: 
    - The Rotor-Gene Q 5plex High-Resolution Melting (HRM) Platform must meet the following technical requirements; 
    o Each tube must spin in a chamber of moving air, keeping all samples at precisely the same temperature during fast thermal cycling. This thermal and optical uniformity must allow sensitive, precise, and fast real-time PCR analysis. It must also eliminate sample-to-sample variations and edge-effects.
    o The Well-to-well temperature variation must be below ±0.02°C (10 times less than block cyclers) in order to allow sensitive application like High-Resolution Melting (HRM), SNP detection and multiplex.
    o The Temperature range must include: Ambient to 99°C
    o The Temperature equilibration time must be Zero seconds
    o The Peak ramp rate (air) must allow: >15°C/second heating; >20°C/second cooling
    - The Rotor-Gene Q 5plex High-Resolution Melting (HRM) Platform must enable multiple applications such as:
    o  Up to 5 separate channels (365-680 nm excitation, 460-750 nm detection).
    o software that allows the create of new excitation/detection wavelength combinations.
    - The Rotor-Gene Q 5plex High-Resolution Melting (HRM) Platform capabilities must include:
    o Thermal resolution of 0.02°C
    o A specially tuned high-intensity optical High-Resolution Melting (HRM) channel that is capable of deciphering the most difficult class IV SNPs by High-Resolution Melting (HRM)
    - The Rotor-Gene Q 5plex High-Resolution Melting (HRM) Platform must have highly stable LED lights 
    - The Rotor-Gene Q 5plex High-Resolution Melting (HRM) Platform must have minimal moving parts and short fixed optical path increase robustness
    - The Rotor-Gene Q 5plex High-Resolution Melting (HRM) Platform must have real-time PCR and high-resolution melt (HRM) application that includes
    o Gene expression
    o Pathogen detection
    o Genotyping
    o Mutation scanning, SNP detection
    o miRNA research 
    - The Rotor-Gene Q 5plex High-Resolution Melting (HRM) Platform must have fast cycling without compromising performance run time for as low as 39 minutes 
    - The Rotor-Gene Q 5plex High-Resolution Melting (HRM) Platform electrical requirements must be 100-240 V AC, 50/60 Hz; and run at 560 VA (peak).
    - The Rotor-Gene Q 5plex High-Resolution Melting (HRM) Platform software must have the following features
    o Standard curve quantification
    o Relative quantification by 2 standard curves
    o --CT relative quantification
    o Comparative quantification
    o Export to Relative Expression Software Tool (REST)
    o Export to LinRegPCR (assumption-free analysis)
    o Melt analysis
    o High-Resolution Melting (HRM) analysis
    o End-point analysis
    o Allelic discrimination
    o Scatter plot analysis
    o Concentration analysis.
    o - Data security is assured and all process steps are traceable from starting the run to
    o exporting the results.
    o - Unlimited user licenses and individual user management
    o - A digital signature for every result file
    o - Audit trails to track changes made to experiment files
    o - Various results report and export functions
    o - Raw data export for validation purposes
    
    4. Applicability of the trade agreement(s) to the procurement 
    This procurement is subject to the following trade agreement(s) 
    o Canadian Free Trade Agreement (CFTA)
    
    5. Justification for the Pre-Identified Supplier 
    The only known supplier of Rotor-Gene Q 5plex High-Resolution Melting (HRM) Platform including any necessary supplemental items that meets all the above requirements is QIAGEN Inc. Toronto, Ontario Canada. For this reason, it is proposed to negotiate this requirement with QIAGEN Inc.
    
    6. Government Contracts Regulations Exception(s) 
    The following exception(s) to the Government Contracts Regulations is (are) invoked for this procurement under subsection 6(d) - "only one person is capable of performing the work".
    
    7. Exclusions and/or Limited Tendering Reasons 
    The following exclusion(s) and/or limited tendering reasons are invoked under the following: 
    o Canadian Free Trade Agreement (CFTA) - Article 513.12(b)(j);
