    Public Works and Government Services Canada requires a Request for Supply Arrangements (RFSA) for the provision of Independent 3rd Party Commissioning Services to locations in Atlantic Canada: Nova Scotia, New Brunswick, Prince Edward Island and Newfoundland and Labrador.  Any locations subject to any of the Comprehensive Land Claim Agreements are excluded.
    
    An independent 3rd party commissioning firm is defined as a firm that is completely independent from the project’s design consultant, general contractor or any subcontractors. Typically, the firm will be contracted by, and report directly to, the owner or the owner’s representative.
    
    The intention is for all firms to offer to do work in each province noted above. Suppliers must have been responsible for delivering commissioning projects which include each of the Discipline Services listed in this RFSA.  There is no maximum to the number of Supply Arrangements that may be issued as a result of this RFSA.
    
    The Supply Arrangements will remain valid for a period of five years or until such time as Canada no longer considers them to be advantageous to use them.  The period for awarding contracts under the Supply Arrangement begins on the start date of the Supply Arrangement.
    
    The requirement is subject to the provisions of the World Trade Organization Agreement on Government Procurement (WTO-AGP), the North American Free Trade Agreement (NAFTA), and the Canadian Free Trade Agreement (CFTA).
    
    The resulting Supply Arrangements will not be used for deliveries within a Comprehensive Land Claims Settlement Area (CLCSA).  All requirements for delivery within a CLCSA are to be submitted to the Department of Public Works and Government Services for individual processing.
