Description
Trade Agreement: Agreement on Internal Trade (AIT) Tendering Procedures: All interested suppliers may submit a bid Competitive Procurement Strategy: Comprehensive Land Claim Agreement: No Nature of Requirements: Public Works and Government Services Canada (PWGSC) seeks to establish, on behalf of the Department of National Defence (DND), a Supply Arrangement to provide all miscellaneous painting and preservation services onboard HMC Ships, HMC Submarines, CF auxiliary vessels, and associated shipboard equipment within the Halifax Region Municipality, (HRM), area, as and when requested. This Request for Supply Arrangement will allow vendors to submit technical qualifications to be reviewed by Canada. Vendorsdemonstrating the technical capabilities and experience, will be placed on the Supply Arrangement. Firms must be able to meet the mandatory technical criteria to be placed on the supply arrangement. A supply arrangement is a non-binding arrangement between Canada and pre-qualified suppliers that allows departments to award contracts and solicit bids from a pool of pre-qualified suppliers for specific requirements within the scope of the supply arrangement. The intent of a supply arrangement is to establish a framework to permit expeditious processing of individual bid solicitations, which result in legally binding contracts for the services described in those bid solicitations. The supply arrangement is not in itself a contract, but rathera base document that forms part of the future Request for Quotation (RFQ) and resulting contract. When issued a supply arrangement, the supplier accepts the obligation to provide specified services in accordancewith the supply arrangement, under any resulting contract that may be awarded. Any resulting contract will be established as a result of a RFQ. These RFQs will specify the specific requirements, and may contain additional terms and conditions that the supplier must meet. See the bid solicitation section of this RFSA for further details on this procurement process. The period of this supply arrangement is on-going for as long as Canada deems it advantageous to solicit bids in this manner. Each year an opportunity for new vendors to submit technical qualifications to be added to the supply arrangement's list of pre-qualified vendors will appear on the BuyandSell. Vendors already on the supply arrangement will not have to re-submit. INQUIRIES: All inquiries of a technical nature and allquestions of a contractural nature are to be submitted to the Contracting Authority: Alex Russell, alex.russell@pwgsc.gc.ca, facsimile: (902) 496-5016. Inquiries are to be made in writing and should be received no less than five (5) calendar days priorto the closing date to allow sufficient time to respond. Delivery Date: Above-mentioned The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
