    Boiler Plant Upgrade - Dorchester Penitentiary Medium Security
    Sector, Dorchester, N.B.
    
    Public Works and Government Services Canada (PWGSC) has a
    requirement for the boiler plant upgrade at the Dorchester
    Penitentiary Medium Security Sector, Dorchester, New Brunswick.
    In general the work consists of, but is not limited to, the
    following: 
    
    - The demolition and removal of the existing 700hp Cleaver
    Brookes fire tube boiler which
    has been previously decommissioned and disconnected from the
    system.
    - The demolition and removal of the existing concrete block
    walls making up the storage room within the boiler room.
    - The complete installation of O2 trim, flue gas recirculation
    system, and flue gas economizers
    to the two(2) 100hp existing high pressure steam boilers.
    - The complete installation of two (2) new 100hp hot water,
    Cleaver Brooks fire tube Boilers c/w
    duel fuel burners, O2 trim and flue gas recirculation, Chimney
    systems, and pumps.
    - Provide the necessary equipment and water treatment chemicals
    to put the existing 500hp steam boiler in wet/cold storage.
    
    All work is to be performed in accordance with the plans and
    specifications for PWGSC Project Number R.061841.001 forming
    part of the bid document. The contract completion is twenty-six
    (26) weeks after contract award.
    
    It is recommended that the Bidder or a representative of the
    Bidder visit the work site and examine the Scope of the Work
    required and the existing conditions. There will be an optional
    site visit on July 31, 2014 at 10:00 am. All interested bidders
    are to meet at  the main entrance of the Dorchester Penitentiary
    Medium Security Sector, Dorchester, New Brunswick. Although not
    mandatory, all contractors wishing to submit a tender for this
    work are encouraged to attend to become familiar with all
    aspects of the work. Any clarifications or changes to the bid
    solicitation resulting from the site visit will be included as
    an amendment to the bid solicitation. Please note that there is
    a security clearance required for this site visit. ALL
    interested bidders, regardless of current clearance level, must
    submit the Institution Access CPIC Clearance request form
    attached as Annex C of the Invitation to Tender document by 4:00
    pm July 17, 2014.  If you plan to bring a camera to the visit,
    you must also provide, make, model, and serial number of camera
    by this date.
    New measures related to Code of Conduct and certifications
    included in the solicitation documents requires attention. 
    A public bid opening will be held at the Bid Receiving Unit,
    Room 421, 189 Prince William Street, Saint John, N.B. 
    The estimated cost for this opportunity is within the following
    category: $1,000,001 - $1,500,000 (HST extra). Standard bid and
    contract security for construction is required.
