Description:  The Department Of National Defence, Cold Lake, Alberta has a requirement for the establishment of a Standing Offer for Window and Glass Repair/Maintenance. Work under this Standing Offer Agreement (SOA) shall comprise the supply of all labour, materials, tools, equipment, transportation and supervision necessary to supply, deliver, clean and replace/repair and install windows, glass, mirrors, screens and entrances at 4 Wing Cold Lake, on an as and when requested basis by the Project Authority or his/her replacement.

It is anticipated thatonly one (1) firm will be issued a standing offer. The period for making call-ups against the Standing Offer will be for three years from issuance, which is estimated to be March  1, 2017.

This procurement contains MANDATORY requirements.  See Parts 4and 5 of the Request for Standing Offer (RFSO) for details.

Integrity Provisions:  Changes have been made to the Integrity Provisions - Bid as of 2016-04-04. See 01, Integrity Provision - Offer, of 2006 Standard Instructions - Request for Standing Offers for more information.

Security Requirement: There is a security requirement associated with the requirement of the Standing Offer. For additional information, see Part 6 - Security, Financial and Insurance Requirements, and Part 7 - Standing Offer and Resulting Contract Clauses.

Site Visit -  Optional:  It is recommended that the Offeror or a representative of the Offeror visit the work site.  Arrangements have been made for a tour of the work site. The site visit will be held on August 3, 2016 , at 10:00 am, at Building 7, Wing Construction Engineering (WCE) Contracts, 4 Wing, CFB Cold Lake, Alberta. Offerors are requested to communicate with the Standing Offer Authority 5 day(s) before the scheduled visit to confirm attendance and provide the name(s) of the person(s) who will attend.  Offerors may be requested to sign an attendance form.  Offerors who do not attend or send a representative will not be given an alternative appointment but they will not be precluded from submitting an offer.  Any clarifications or changes to the Request for Standing Offers resulting from the site visit will be included as an amendment to the RFSO.

Trade Agreement(s):  The requirement is subject to the provisions of the Agreement on Internal Trade (AIT).

Debriefing: After issuance of a standing offer, offerors may request a debriefing on the results of the request for standing offers. Offerors should make the request to the Standing Offer Authority within 15 working days of receipt of notification that their offer was unsuccessful. The debriefing may be provided in writing, by telephone or in person. The debriefing will include an outline of the reasons the submission was not successful, making reference to the evaluation criteria. The confidentiality of information relating to other submissions will be protected.
